NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On October 26, 2023 at 1:10 p.m. Licensing Program Analyst (LPA) Leilani Curtis conducted an unannounced case management inspection in reference to the licensee’s request for a capacity change and room change. At approximately 1:17 p.m. the licensee/director Karyne Begin arrived at the facility. LPA and Director toured the facility. There were 42 napping children present with 5 staff members. Appropriate ratio and capacity were observed. Staff members have the required background clearances and are associated to the facility. The facility is currently licensed for 35 preschool children ages 3 to kindergarten in rooms 1, 2 and 3; and 24 toddler children ages 18-36 months in rooms 5, 6 and 7. The total capacity is 59 children. The licensee requests to increase her toddler capacity and decrease her preschool capacity by turning a preschool classroom into a toddler classroom. The licensee has requested to serve 23 preschool children ages 3-Kindergarten in rooms 2 and 3, and 36 toddler children ages 18-36 months in rooms 1, 5, 6 and 7. The total capacity will remain at 59 children. The classrooms were previously measured as follows: Room 1: 410 sq. ft. of indoor space. Room 2: 410 sq. ft. of indoor space. Room 3: 410 sq. ft. of indoor space. Room 5: 251 sq. ft. of indoor space. Room 6: 333 sq. ft. of indoor space. Room 7: 409 sq. ft. of indoor space. The total square footage for the two preschool classrooms (rooms 2 and 3) combined is 820 sq. ft., which will accommodate 23 children. The total square footage for all 4 toddler classrooms (rooms 1, 5, 6, & 7) combined is 1403 sq. ft., which will accommodate 40 children.

The following outdoor play space was previously measured as follows:

Preschool Playground has 978.40 sq. ft. of activity space which will accommodate 13 children.
Toddler Playground has 931.11 sq. ft. of activity space which will accommodate 12 children.

The fire clearance for the capacity and room changes was granted on 10/12/23.

LPA observed that all rooms have age-appropriate furnishings and equipment. The rooms are safe and free of hazards. The facility has 10 sinks and 6 toilets which is enough to accommodate the requested capacity. LPA inspected the outdoor playgrounds. On LPA Curtis’s annual inspection dated 9/28/23 the licensee/director was advised that padding or cushioning that absorbs the impact of a fall was needed under the play structure on the preschool playground. The director submitted her plan for the playground and pictures of padding that was purchased. On 10/23/23 LPA emailed Director Begin a copy of the U.S. Consumer Product Safety Commission’s Public Playground Safety Handbook for information on appropriate playground cushioning. During today’s inspection LPA observed that the play structure has square interlocking rubber mats beneath it. The director was advised that the rubber mats do not meet the guidelines of the Public Playground Safety Handbook. LPA advised the director that children should not climb on the structure without the appropriate cushioning and/or padding. The director states that she is removing the play structure on Saturday, 10/28/23.

No deficiencies are cited.

Prior to licensure the licensee will submit the following to Community Care Licensing:

A waiver request to allow the 36 toddler children (ages 18-36 months) to use the outdoor toddler playground on a rotating basis of not more than 12 children at one time. The waiver request shall include a playground schedule.
A waiver request to allow the 23 preschool children (ages 3-Kindergarten) to use the outdoor preschool playground on a rotating basis of not more than 13 children at one time. The waiver request shall include a playground schedule.
Photographs of the playground to verify that the play structure has been removed.

Upon approval of the outdoor activity space/playground waivers and removal of the play structure on the preschool playground, a license with a capacity of 59 children, including 36 toddler children ages 18-36 months and 23 preschool children ages 3-Kindergarten may be granted. An updated license will be sent for posting.

An exit interview was conducted with the director and appeal rights (LIC 9058) were discussed. LIC 9213 NOTICE OF SITE VISIT FORM IS REQUIRED TO BE POSTED FOR 30 DAYS. LPA observed Director Begin post notice of site visit.
