On 10/12/23 @ 10:45AM, LPA Nancy Diaz arrived at the facility to conduct an unannounced inspection. LPA contacted Mrs. Farah via telephone, she stated she was out doing some errands. Mrs. Farah arrived at 11:08 AM. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. A tour of the home was conducted with Mrs. Farah. There were no children observed present today. The following areas are accessible to children living room, dining, kitchen, licensee's bedroom, outside patio, hallway bathroom and back fenced yard. Facility operates M-F; 24 hours a day. The licensee was present in the home to ensure that all children are supervised at all times.

There were no bodies of water observed within the premises. Mrs. Farah stated that she does not maintain weapons in the home.

Detergents, cleaning compounds, medications and other items which could pose a danger to children are stored appropriately and inaccessible to children.
Fire extinguisher and smoke detectors meet State Fire Marshall standards. The carbon monoxide detector present in the home meet the standards established in Chapter 8 of Part 2, Division 12. Home is kept clean and orderly with heating and ventilation for safety and comfort. Licensee provide toys and children's materials. The home maintains a working telephone service.

Mrs. Farah stated that she does not provide care to children under age of 2. There is a play pen observed in the living room. The play pen was observed to be free from all loose articles and objects. Bumper pads are not used. There are no objects hanging above or attached to the side of the crib.

LPA discussed the safe sleep regulations with licensee Amina Farah and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Amina Farah of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Car seats are only used for transportation purposes and not used for sleeping.

The outdoor play area is fenced or supervised by the licensee. An isolation area has been designated for children who became ill during the day.

Children’s records were reviewed. Licensee maintains a copy of the emergency information card that contains all of the information specified by the regulation.

Staff records were reviewed. Staff have completed the mandated reporter training pursuant to Health & Safety Code. Licensee was made aware that the mandated reporter training shall be renewed every 2 years.
Staff have been immunized against influenza, pertussis and measles. Licensee’s CPR and First aid is valid thru June 1, 2025.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA Nancy Diaz informed licensee Amina Farah that this report dated 10/12/23document a Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.
Also, LPA Nancy Diaz informed the licensee Amina Farah to provide a copy of this licensing report dated 10/12/23 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Exit interview conducted and report was reviewed with Mrs. Farah. A copy of this report and appeal rights were given today. Notice of site visit was provided and observed posted today. This notice shall remain posted for 30 days.

During the exit interview, Mrs. Farah, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA also observed a bucket with mop, vacuum cleaner and mattress stored in the yard. These were observed accessible in the yard where children play.
