13 | On 7/3/25 at 1:30 PM, Licensing Program Analyst (LPA) Annette Sutherland conducted an unannounced complaint inspection to deliver findings regarding the above allegation. LPA Sutherland met with Licensee Su-CHen Hsiao also home was licensee's helper Ying Jiao. The census was 6 children.
The Department fully investigated the above allegations and obtained information from interviews with licensee, staff, and parents. Based upon this information, it is determined that although the allegation that Licensee engaged in an inappropriate altercation in the presence of a day care child occurred and parents were not allowed to enter the home, there is not preponderance of evidence that this occurred. Additional staff was not present or near the parties when the incident occurred. facility has a ring camera door bell but was not working at the time. LPA cannot conclusively determine that the allegations above never occurred, and it is possible that this could have happened as an isolated incident. Therefore, the allegations are UNSUBSTANTIATED. An exit interview was conducted with the Licensee. A Notice of Site Visit (LIC9213) and Appeal Rights (LIC9058) was provided along with the report (LIC9099) to the Licensee. LPA Sutherland observed Notice of Site Visit being posted. Notice of Site Visit must be posted for 30 days.
