13 | On 1/5/26, at 11:15 AM Licensing Program Analyst (LPA) Annette Sutherland conducted an unannounced complaint visit for the complaint received on 11/19/25 regarding the above referenced allegations. Upon arrival, LPA was greeted by Patricia Ayala and Regina Valenzuela. Also present was helper Marisol Bustamante. Children were leaving as facility was open half day today. LPA interviewed Licensee, staff members, and parents. LPA Sutherland spoke to several parents and all stated there is always at least two to three staff members present and that they often see the Licensee when dropping off or picking up their child. Licensee states she is present during operational hours, but it cannot be verified for the entire day. Based upon all the information obtained through LPA observations, the interviews with staff and parents and other documents received, the allegation is unsubstantiated. A finding of unsubstantiated means that although the allegation may have occurred or was valid, the preponderance of evidence has not been met.
