On 2/11/26 at 8:30, Licensing Program Analyst, Annette Sutherland, made an unannounced visit to deliver findings on the above reference allegation. LPA met with LIcensee Patricia Ayala and Marisol Bustamante.During the investigation, the LPA interviewed staff and parents and reviewed relevant documentation. Based on the information obtained, the facility has 16 children enrolled, and up to 14 preschool age children have been present at the same time on multiple occasions. Under Title 22 regulations, a large family childcare home may care for up to 14 children when at least two children are school-age and present. The facility must ensure these conditions are met to operate at a capacity of 14 children.
The preponderance of evidence standard has been met; therefore, the above allegation is found to be Substantiated and a Type B citation under California Code of Regulations, (Title 22, Division 12 & Chapter 1) is cited on the attached LIC 9099D.
Exit interview conducted and report was reviewed with facility (insert name) Notice of site visit was provided and must remain posted for 30 days.
