On 12/11/2024 at 1:20 P.M., Licensing Program Analyst (LPA) Edleen Montesa conducted an unannounced annual inspection with the licensee, Jennifer Wenck. LPA identified self, disclosed the purpose of the inspection, was granted entry into the facility by the licensee, and provided the Inspection Checklist (LIC126). Also present in the facility were the licensee’s spouse, Randy Wenck and there were (3) three day care children. The three bedroom, two bathroom home was toured and inspected to ensure an environment safe for the care and supervision of children. Licensee accompanied LPA during this inspection.

Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include: the living room, dining room, bathroom near the living room, and fenced backyard. Off limits areas include: the kitchen, master bathroom and all three bedrooms in the home including Bedroom 1, Bedroom 2, the master bedroom and are inaccessible through the use of child safety door knob covers, and child safety gate. There is a working phone at the facility. The licensee has play materials, and equipment available in the home. The home has a fully fenced backyard available for outdoor activities and licensee has been advised to ensure full visual supervision of day care children while outdoors.

The fire extinguisher, smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water. Licensee states that there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

First Aid and CPR certifications expire on 01/27/2026. Licensee completed Mandated Reporter Training on 01/29/2024. Children’s and Staff records were reviewed and found to be complete and met regulations. LPA obtained an updated facility roster and observed required documents are posted at the facility. LPA reviewed documentation of emergency drills and last (earthquake/fire) drill was conducted on 06/14/2024. LPA advised licensee that the upcoming required fire/disaster drill requirement deadline is approaching, and licensee stated that she is aware.

LPA observed that licensee has a total of six children enrolled currently. Licensee disclosed to LPA that she is deciding whether to close her facility or apply to be placed in inactive status on January 2025. LPA advised licensee to communicate her decision by the first week of January so she can assist her with the request. During the visit, LPA disclosed to the licensee that there is an overdue balance of $350 on file. LPA stated that should the licensee decide to request to be inactive, all fees must be paid first, for LPA to be able to process the inactive request.

Provider is hereby reminded of the following: report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, ensure that all adults living or working in the home have criminal background clearances to avoid civil penalties associated with this requirement; corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. Licensee was also provided handouts with information regarding upcoming Safe Sleep Regulations/SIDS, Lead exposure and Shaken Baby Syndrome. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov. LPA directed Licensee to website: https://www.cdss.ca.gov/inforesources/community-care-licensing to receive important updates and information.

LPA discussed and provided Licensee with the following: child care advocates-email address: childcareadvocatesprogram@dss.ca.gov . In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies cited at this inspection.

Exit interview conducted and report was reviewed with the licensee, Jennifer Wenck. During the exit interview, the licensee, Jennifer Wenck, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days.
