25 | On April 4, 2023 at 12:00 p.m. Licensing Program Analyst (LPA), Leilani Curtis conducted an unannounced Annual Inspection and met with Licensee, Rihab Dawood. LPA also addressed the licensee’s request to increase her capacity from 8 to 14 children. Also present was the licensee’s adult son, Abdullah Lateef, who translated for the licensee. The licensee’s primary language is Arabic. The licensee’s helper/mother in law Fakhriya Jarboae, spouse Kaiser Al Sultani and second son Omar Al Sultani were also present during the inspection. LPA provided the LIC 126, Entrance Checklist to Licensee. There were 7 children in care, 2 who were infants. Facility was observed operating within ratio and capacity. LPA conducted a tour of the home inside and outside per facility sketch. Licensee is using the following areas for daycare: living room, dining area/family room, kitchen, rear playroom/den, bathroom #3 (located next to the playroom) and enclosed rear yard. Off-limits areas include: bedroom #1, bedroom #2, bedroom #3, bedroom #4, bedroom #5, bathroom #1 (located within bedroom #1), bathroom #2 (hall bathroom) and laundry room. The home appears to be large enough to comfortably accommodate 14 children. The fire clearance was granted on 3/24/23.
Licensee has provided adequate space for the children to eat, sleep and play within the home. Home is clean, orderly and has adequate ventilation. Children’s toys and play equipment are available and observed free of hazards. There are no stairs in the home. There is a working telephone/email address. All cleaning compounds, detergents, medications, and poisons are made inaccessible through latches, locks, and/or placed up on high surfaces. There is no fireplace. The fire extinguisher and smoke and carbon monoxide detector are operational. Licensee states there are NO firearms or other weapons in the home. The outdoor play area is fenced and free of hazardous items. There are no existing bodies of water present. Children records were reviewed for Emergency Information. One child’s file was missing verification of immunization's. There are no new adults living or working in the home over the age of 18 years. All adult residents and helpers have submitted or been cleared for criminal record and child abuse index clearances or exemptions. Pediatric CPR and First-Aid certificates are valid through 12/2023 for Licensee and 11/2024 for Helper Fakhriya Jarboae. Licensee and Helper are exempt from Mandated Reporter AB1207 training certification due to Licensee and Helper having limited English proficiency. Both Licensee and Helper speak Arabic. |
