25 | On 5/27/2026 at 11:35 AM Licensing Program Analyst (LPA) Keely Messerschmidt conducted an unannounced annual inspection for a large family childcare. LPA met with Licensee Fabiola Castillon, who guided LPA on a tour of the home. During the visit, the facility had 10 children enrolled and 6 children present with Licensee and 2 assistants, 3 infants and 3 preschool aged.
The facility operates Monday through Saturday. Certain areas are off-limits, including all 4 bedrooms and outdoor shed. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of 14 children and is operating within the licensed capacity.
During the inspection, LPA observed Licensee to be responsive and aware of where the children were at all times. A working cell phone/landline telephone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. All hazardous items, including toxins, are not stored securely and are accessible to children in laundry room area near back restroom. LPA observed baby gate, but Licensee stated that the gate is not always up and children are able to access the area. See LIC9102TV. No weapons are present, and the Licensee, Fabiola Castillon, understands that all firearms, weapons, and ammunition must be stored separately and made inaccessible as per Title 22 Regulations. Stairs are barricaded with a baby gate when children are in care in front yard.
The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent’s Rights, are displayed. Fire and disaster drill documentation is maintained, with the last drill conducted on 2/6/26.
