On September 6, 2024, at 1:08 PM., Licensing Program Analyst (LPA), Sherlynn Banas conducted an unannounced Annual Licensing Inspection and a Case Management – Licensee initiated, Change of Capacity. LPA was greeted by licensee, Lleida Hanna. LPA Banas was granted entry as she identified herself and disclosed the purpose of her visit. There were 2 daycare children present at the time of inspection. Licensee stated the hours of operation are from 1:00 PM. to 7 PM. The apartment home is on the bottom level. The accessible areas used are the living room, dining room, kitchen, and backyard. The off-limit areas are the bathroom by the living room and bedroom 1.

LPA tested the carbon monoxide detector and smoke detector (located by the living room area) which were all operational. The fire extinguisher (located in the living room) is functional. There are no pools/bodies of water on the premises. Licensee does not maintain any weapons or ammunition in the home.

Where children less than 5 years old are in care, stairs are fenced and/or barricaded. Storage for poisons, detergents, medications are stored securely and inaccessible. The home is kept clean and orderly with heating and ventilation for safety and comfort. The home provides safe toys, play equipment and materials.

Children’s records contained emergency contact information and immunization records. All parents or representatives received a copy of the Family Childcare Home Notification of Parent’s Rights. CPR/FA has expired on June 2024. Licensee has scheduled an appointment to do her CPR/FA. Mandated Reporter Training certificate will expire on September 15, 2024. There is a working telephone and email address.

Operation of A Family Child Care Home
(g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not limited to: (9) Each family child care home shall have a written disaster plan of action prepared on a form approved by the Department. All children, age and ability permitting, and the provider, the assistant provider, and other members of the household, shall be instructed in their duties under the disaster plan. As their age and ability permit, newly enrolled children shall be informed promptly of their duties as required in the plan. (A) Each family child care home shall conduct fire drills and disaster drills at least once every six months. 1. The licensee shall document the drills, including the date and time of each drill. This documentation shall kept at the family child care home.

LPA discussed the safe sleep regulations with Licensee, Lediea Hanna and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee, Ledeia Hanna reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in health and Safety code section 1596.871, must obtain criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

A review of staff records indicates that all individuals requiring a caregiver background check have received criminal record and child abuse clearances or exemptions.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, Lediea Hannas was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process.

Licensee was reminded of the staffing/capacity ratios for Large Family Child Care Homes. Twelve (12) children, no more than 4 infants (birth to 24 months) and 8 older children over the age of 2. A qualified assistant (age 14 or older) is required. For fourteen (14) children, no more than 3 infants (birth to 24 months) and 11 older children; at least 2 school age, 1 child at least age 6, 1 child enrolled in and attending kindergarten or elementary school. When there isn't a qualified assistant, licensee must follow Small Family Home Child Care Regulations.

Deficiencies cited see (809 D).

A license for a capacity of fourteen (14) will be issued after final file review. An exit interview was conducted the report was reviewed with licensee, Lediea Hanna. A Notice of Site Visit was given and most remain posted for 30 days.

During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
