25 | On July 17, 2025 at 9:45am, Licensing Program Analyst (LPA) Hector Canton arrived unannounced at the licensed Family Child Care Home operated by Khatera Hashimi to conduct the required annual inspection, also present was Sayed Hashimi, licensee’s spouse, and their minor children. LPA identified themselves, stated the purpose of the visit, and was granted entry. Present during today’s inspection were no day care children and two of the licensee’s own children under ten years of age.
The two-story, four-bedroom three-bathroom single family home was toured in its entirety to evaluate compliance with Title 22 regulations and to ensure the health and safety of children in care. The child care areas include bedroom 1, bathroom 1, living room, kitchen, dining room, and dining area. Areas made off-limits include the second floor (which includes a bedroom converted to a family living space and bathroom 3), bedroom 2, bedroom 3, bathroom 2, and garage were made inaccessible through the use of door locks and baby gates. Adequate heating, lighting, and ventilation were observed throughout the licensed areas of the home. The licensee maintained the home in a clean and orderly condition. A working telephone was available for use in case of emergency.
LPA observed a pool in the yard. LPA verified that the fencing surrounding the pool met standards set by AB 2866, including: minimum height of 60 inches, maximum floor clearance of two inches, no gaps greater than 4 inches, nothing that can serve as hand or footholds, and the gate opening swings outwards (self-latching with key lockable device at the appropriate height). LPA did observe that the pool was missing the following safety requirements: a safety hook with a fixed length of 12 feet, a safety ring with a minimum diameter of 17 inches, and either an ASTM approved pool cover or alarm. LPA advised of the new requirements and provided the Licensee with AB 2866 for review. Licensee will prevent any access to the yard where the pool is located and submit evidence to the department of the purchase, delivery, and installation of the safety equipment.
