Licensing Program Analyst (LPA), Saraliz Velando, conducted an announced Prelicensing Inspection. LPA was greeted at the front door by applicant, Randa Yaqo. LPA was granted entry after identifying herself and disclosing the purpose of the visit. Applicant will be using the following areas for daycare: Living room, Dining room, Kitchen, and Bathroom 1. All of the 2nd floor is Off Limits and was made inaccessible by a safety gate. Outdoor play will take place at a nearby park with constant supervision. There is a garage attached to the home that is inaccessible by a latch that is out of reach. The children are provided a safe, healthful, and comfortable environment, furnishings, and equipment. Business Hours will be Monday- Friday, 8:30am-5:30pm.

LPA tested the smoke alarm and the carbon monoxide alarm in the entrance area, and they were both functional. There is a fire extinguisher 3A10BC in the kitchen area that meets regulations. LPA observed a small fountain area that has been filled with rocks and not in use. Licensee stated that it has a drain, to prevent rainwater from collecting. Licensee stated there are no weapons or ammunition stored at the home and LPA did not observe any.

There are no wall heaters in the home, however, there is a fireplace in the living room that has been screened to be inaccessible to children. Storage for poisons, detergents, cleaning solutions, medications are out of reach, in off limit areas, and inaccessible to children by safety latches. The home is kept clean and orderly with heating and ventilation for safety and comfort. Pediatric CPR and First Aid card will expire May 2024. Licensee is exempt from Mandated Reporter Training because she speaks mostly Arabic and Chaldean. There is a working telephone and email address.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA completed the RSO profile in FAS.

No corrections are needed. A small license will be granted upon final file review. Exit interview conducted and report was reviewed with the applicant, Randa Yaqo.
