13 | On 08/20/2026 at 8:15 am, Licensing Program Analyst (LPA) Annette Sutherland conducted an unannounced complaint visit to the facility for the purpose of delivering findings regarding the above allegation. LPA met with Licensee Maria Nelyubina & Co- licensee Evgeny Zenin. Also present were helpers Nataliya Manning & Tetiana Korsun. Based on interviews conducted, information obtained during the investigation, & records reviewed, LPA was unable to obtain enough corroborating evidence to support the allegation that a child sustained an unexplained injury while in care. Parent testimony obtained during the investigation was mostly favorable regarding the care & supervision provided at the facility. The licensee also provided samples of messages demonstrating that communication regarding incidents & other matters involving child in care was provided to parents on several occasions. Additionally, LPA did not obtain evidence demonstrating that the reported incidents or interactions between children were outside the scope of normal, age-appropriate play that may occur in a child care setting. Although the allegation may have occurred or may be valid, there is not a preponderance of evidence to prove that the alleged violation occurred. Continued on LIC 9099C |
