On 9/3/24 at 11:02 a.m., Licensing Program Analyst (LPA), Renita Rodriguez , conducted an announced Inspection for the purpose of a capacity change initiated by the licensee, Raihan Gharwal. LPA was greeted at the front door by licensee Raihan Gharwal. Also present in the home was licensee spouse Rafiqullah Gharwal (translator). LPA was granted entry after showing badge and identifying herself and disclosing the purpose of her visit. The two story home was toured and inspected for compliance.

The children are provided a safe, healthful, and comfortable environment, furnishings, and equipment. The two story home was toured and inspected to ensure an environment safe for the care and supervision of children. No children in care present at time of inspection.

Areas used for child care include living room and bathroom located on the first floor. The kitchen on the first floor is off limits and inaccessible by security gate. The entire second floor of the home is off limits and inaccessible by security gate located at the bottom of the stair case. The garage is off limits. There is a door located inside of the home which leads to the garage and is inaccessible with door knob cover. The licensee has sufficient toys and equipment available. The home has a fenced backyard available for outdoor activities. Licensee understands that visual supervision is required at all times during outdoor activities.

The fire extinguisher (2A10BC), smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water on the property. Licensee states there are no weapons in the home and LPA did not observe any. First Aid and CPR certifications expire on 2/24/25 for Raihan Gharwal. The CPR and First Aid for Rafiqullah Gharwal will expire 8/2026. Licensee has required immunizations. Licensee is not required to complete Mandated Reporter Training. Licensee primary language is Pashto. Rafiqullah Gharwal completed Mandated Reporter Training on 8/27/24 and is reminded that it is required every 2 years. Children’s records were reviewed and found to be in order.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Because the or license rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

During the exit interview, the Licensee, Raihan Gharwal confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

The final file review will be completed prior to issuance of the large license.
