13 | On 8/21/25 at 8:15am Licensing Program Analyst (LPA) Annette Sutherland conducted an unannounced visit for the purpose of delivering findings for the complaint received on 7/28/25 regarding the above allegation. LPA met with Najma Zadran. Also present in the home was licensee's brother Javed Zadran. During the investigation it was discovered that the home has previously been licensed as 2 separate units. Licensee understood that their upstairs is a separate unit and did not feel upstairs tenants were subject to fingerprint clearances. However LPA determined that this is one address and all occupants should be fingerprint cleared. Because license had no prior knowledge it cant be proven that the above allegation occurred with intent, therefore unsubstantiated. Upstairs tenants have been fingerprint cleared. Licensee understands that any future adults need to be fingerprint cleared with TB clearances. An exit interview was conducted with the Licensee. A Notice of Site Visit (LIC9213) and Appeal Rights (LIC9058) was provided along with the report (LIC9099) to the Licensee. LPA Sutherland observed Notice of Site Visit being posted. Notice of Site Visit must be posted for 30 days.
