32 | LPA observed Licensee to be present during the visits. During the visits on 04/15/26 and 06/19/26 one helper and children were present in care at this home. LPA conducted parents, staff, and children’s interviews and did not support information of Licensee not residing in the home. LPA reviewed relevant documents and did not observe enough information to identify Licensee was not residing in this home. Licensee provided a copy of his valid State of CA Drivers License along with evidence that it was in the process of being updated to this current residential address. Although there may be a possibility the Licensee does not reside in the home LPA did not observe substantial amount of evidence to support this allegation.
Therefore, the allegation that the Licensee does not reside in the home was found to be Unsubstantiated.
An Unsubstantiated finding means that although the allegation may have occurred or may be valid, there is not a preponderance of evidence to show that a violation took place.
An exit interview was conducted with the Licensee. A Notice of Site Visit (LIC 9213) was issued and must remain posted for 30 days. Appeal Rights (LIC 9058) and a copy of the report (LIC 9099) were provided to the Licensee.
The exit interview was completed, and the report was reviewed with Licensee, Haidar Rajab.
