13 | On 6/27/24, Licensing Program Analyst (LPA) Saraliz Velando conducted an unannounced visit for the purpose of delivering findings for complaint received on 4/5/24. The LPA met with Owner, Rafat (Rocky) Ilaian and toured the facility. There were 8 infant children present and 3 staff (including one fully qualified teacher). Based on the information obtained from observation, parent interviews, and staff interviews, LPA could not find evidence that staff leaves infant on a bobby pillow for an extended period resulting in infant developing a diaper rash and that staff do not ensure infants are properly clothed. LPA conducted interviews and made unannounced observations at varying times and did not find any proof regarding the above allegations. Although the allegations may have happened or are valid, there is no corroborating evidence to prove that the alleged violations occurred. The preponderance of the evidence has not been met and therefore, the above allegations are found to be UNSUBSTANTIATED. The exit interview was conducted with Owner, Rafat (Rocky) Ilaian. Appeal Rights and a copy of the licensing report was provided. A notice of site visit was posted and must remain for 30 days. |
