On 08/07/23 at 12:05PM, Licensing Program Analyst (LPA) Selina Siao conducted an annual inspection. Upon arrival, LPA met with Director Breeanna Mota and Owner Reena Dayal in the office and proceeded to tour the facility. The following ratios were observed: Room 10 (Infant/crib area) had 8 awake infants, supervised by staff Teri Smelik and teacher aide Sekyoung Choi. Room 9 (Toddler 1 class/10 months to 18 months) had 7 infants napping on cots and the children are supervised by teacher Lidia Ojeda and teacher aide Juliana Crowley. Room 4 (Toddler 2 class/walking infants) had 13 infants napping on cots supervised by teacher Ying Ying Chen, teacher aides Zohreh Mousavi, Chloe Chemtob and Karen Leal Fernandez. All staff members have the required background clearances and are associated to the facility. All required notices, forms and licenses are posted. Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation, and drinking are available from a water pitcher. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of cribs for the infant classroom and cots for the toddler classrooms. The cots are kept in the classrooms and each cot has its own sheet or covering. None of the infants are being potty train until the children goes into the 2 year old preschool program. Food service area consists of a kitchen which is clean and free of hazards. Menu is posted. Adequate food is available for meals and snacks. Cleaning supplies are kept out of reach of children. There are three outdoor play areas that is fenced with soft turf as cushioning. There are adequate shades at all three playgrounds. The play structure is securely fixed to the ground. Equipment is age appropriate and separated by age groups, infant, preschool, and school age. The children have their own sippy cup or water bottle available when they are inside the classroom or at the playground. Facility uses an electronic sign in and out system. First aid supplies and reviewed medication policy and storage, all areas are within compliance. Isolation area is the Director's office. Personnel and client records were reviewed, and staff members have the required measles and pertussis immunization. Majority of the staff has a valid mandated reporter training certificate. Reporting requirements was also reviewed. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 07/21/2023. Facility has an operating carbon monoxide detector located in the kitchen. Facility has at least one staff member that has a valid EMSA approved pediatric CPR/FA when children are in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-care-centers/.

The following items were discussed with provider: Director was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. Director was provided with PIN 23-09 Extreme Heat Hazard Awareness Focusing On Infants and Young Children, Never Shake a Baby and Safe Sleep for Infants. The ABC’S of Safe Sleep: Sleep is Safest: Alone, on their Back in an empty Crib on a firm mattress.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

All unusual incident reports shall be submitted to Licensing office via email at SDIncidentReports@dss.ca.gov or via fax at (619)767-2203.
