On 8/18/23 at 12:45pm, Licensing Program Analysts (LPAs), Saraliz Velando and Selina Siao conducted an unannounced annual inspection with capacity increase. LPAs disclosed the purpose of the inspection and were granted entry by Director, Erica Castaneda. LPAs toured the facility. LPAs observed 67 children and 8 staff. There are 7 classrooms designated for preschool use and 1 for toddler use.

The facility will operate in the following classrooms: Sprouts A, Sprouts B, Sprouts C, Roots A, Roots B, Stems A, and Stems B. The Toddler Program will operate in the Seedlings classroom. Fire clearance was granted on 8/16/23. All indoor and outdoor activity space has been measured as follows:

Seedlings (Toddler Room)- 461.14 sq. ft.
Sprouts A- 539.01 sq. ft.
Sprouts B- 550.24 sq. ft.
Sprouts C- 494.76 sq. ft.
Roots A- 545.62 sq. ft.
Roots B- 547.77 sq. ft.
Stems A- 560.71 sq. ft.
Stems B- 570.95 sq. ft.

The total indoor play space was previously measured at approximately 3,709.49 sq. ft., which will accommodate a total of 105 children. The total preschool outdoor play space measured at approximately 4,012 sq. ft. which will accommodate a total of 53 children at one time. Toddler outdoor play area measured at approximately 750.6. sq. ft. which will accommodate a total of 10 children at one time. Toddlers play areas indoors and outdoors are physically separate from the preschool areas. However, there is a fence and chicken coop that is dividing the preschool and toddler outdoor play area. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, napping cots, bookshelves, and other activity supplies for the children. There are a total of total of 7 toilets and 13 sinks available for the children.

A review of staff records today indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. The licensee has not exceeded the conditions, limitations and capacity specified on the license. Most staff is certified in CPR and Pediatric First aid and Mandated Reporter training and have current proof in their files.

Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are inaccessible in latched cabinets and out of reach areas. However, there was a retractable box cutter and regular scissors found in an unlatched cabinet by the sink in the Stems B. Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets, handwashing facilities are in safe and sanitary operating condition. All floors are clean and safe. The facility was observed to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees, and visitors.

Children are provided snacks and lunch. Facility has emergency snacks on hand, stored appropriately and meeting nutritional requirements. The surface of the outdoor activity space is maintained in safe condition and free of hazards. The areas around or under high climbing equipment, slides, and similar equipment was cushioned with material that absorbs a fall. Children were observed to be under the supervision of qualified staff. Facility was observed to be within ratio.

Children are to be escorted and supervised by staff to and from the bathroom and under direct visual observation. There is a staff restroom located near the front area of the building. The Director's office and staff restroom will be the isolation area for children who are ill. There is an operational carbon monoxide detector on site located in the bathroom between the Stems A, Stems B, Roots A, and Roots B classrooms. Sign-in area is in the front entryway where there are QR codes available for parents to sign in/out using their phones. Applicant was reminded to keep anything that reads, “Keep Out of Reach of Children” to be inaccessible to children.

Applicant is reminded that any changes to the facility must be reported to and approved by Community Care Licensing. When LPAs inspected the outdoor playground, LPAs observed several trees and canopies used for shade. Area is fenced, has age-appropriate play equipment, and sufficient rubber matting for cushioning under the slides and climbing structures. Drinking water is readily accessible via water bottles and refillable water station.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
