On 06/02/2022 at 9:00am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Pre-Licensing inspection. Upon arrival, LPA met with Applicant, Gregory Denham II and designated Site Director, Jennel Denham. The Preschool Program will operate Monday to Friday from 8am to 5pm in the following classrooms: Art Room, Classroom A and Classroom B. Fire clearance was granted on 05/25/2022. Medications will be stored in a high cabinet located in the staff's lounge.

All indoor and outdoor activity space utilized for the children were inspected and measured today. The indoor play space measured at 2,420.14 sq. ft., which will accommodate a total of 69 children. The outdoor playground area measured at 10,937.89 sq. ft., which will accommodate no more than 145 children at one time. LPA observed the indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. The facility is requesting to use two children restrooms that are part of the church on site. One restroom has 1 toilet and 1 sink and the second restroom has 1 toilet, 1 urinal and 1 sink. A bathroom waiver must be requested and approved by CCL. Children are to be escorted and supervised by staff to and from the bathroom and under direct visual observation. There is a separate bathroom for staff located in the front of the church which is also designated for use by children who are ill. The Director's office will be the isolation area for children who are ill. There is not a carbon monoxide detector on site that LPA can test during inspection. Facility requires parents/guardians to bring their children's snacks and lunches. No menu is posted. LPA observed extra snacks for when parents/guardians forget to bring their lunches and snacks. Facility will use kitchen to prepare any snacks/lunches that need preparing. All required documents for the parents and employees were observed. Facility will utilize Bright Wheel for electronic sign in/out. Applicant was reminded to keep anything that reads, “Keep Out of Reach of Children” to be inaccessible to children.

When LPA inspected the outdoor playground, LPA observed there to be un-installed picket fences laying around, unfinished landscaping and a bucket of water. Area is fenced, has one large canopy use for shade, age appropriate play equipment, and sufficient wood chips under the slide, swings and climbing structure. Drinking water is readily accessible via water bottles and refillable water stations indoors and outdoors.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Applicant states he understands that all staff must have a criminal record clearance and be associated to the facility prior to having a presence in the Center. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on “Receive Important Updates,” then enter your email address and choose which program you would like to subscribe to and click subscribe.

Prior to licensure, the following is needed:
  • Provide an updated rental agreement specifying what areas the preschool has exclusive use of
  • Obtain an operational carbon monoxide detector
  • Submit a bathroom waiver request to share the bathroom with the church
  • Updated facility sketch
  • Remove all hazardous items in the playground area

Exit interview was conducted. A preschool license for 30 children may be granted upon receiving all above corrections and final file review. This report shall be kept available at the facility for public review for 3 years.
