On 1/28/2025 at 12:20pm, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for an increase in capacity for the infant license and decrease in capacity for the preschool license. Upon arrival, LPA met with Director Holly Weber and Chloe Weber Cook. Licensee is requesting to be licensed for 22 infants (ages 3 to 24 months) in Infant Rooms #1 and #2. Facility hours of operation is Monday to Friday from 6:45am to 5:45pm. Present during today’s inspection were 10 Infants with 3 staff members in Infant Room #1. Appropriate ratios and supervision were observed. All staff members have the required background clearances and are associated to the facility. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director Holly Weber that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and remeasured the indoor activity space. Total indoor activity space measured to be 751.94 square feet, which is only sufficient to accommodate 21 infants rather than the requested capacity. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs and napping cots for infants that are able to climb out of a crib, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a Brita water pitcher that gets refill from the kitchen sink filtered water faucet. There are 3 sinks available for the infants use and there is a changing table that is within arm’s reach of a sink in both of the infant’s room. These are sufficient to accommodate the requested capacity. There are 5 cribs available for infants to nap. LPA observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 11/21/2024.

The facility currently has a fully fenced playground area. The outdoor play area has stucco fencing with wooden lattice materials at the top and the fence is at least four feet high. The total square footage for all the outdoor activity space was previously measured to be 997.26 square feet, which is only sufficient to accommodate up to 13 infants at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage was submitted today. Shade is provided via sail shades, building and trees.

There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are several climbing structures on the playground for infants. There is adequate cushioning in fall zones of climber provided by turf. Drinking water is available via the children’s own zippy cups. LPA observed all hazardous items on the playground to be inaccessible to children. Director Holly Weber was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

A license for 21 infants (ages 3 to 24 months) in Infant Room #1 and Infant Room #2 will be granted upon the department’s approval of an outdoor playground waiver.



LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given to Director, and it must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
