On 03/02/2022 at 1:00pm, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. LPA met with Center Director/Applicant, Jeanette Bradley (who is director qualified). The preschool program (ages 2-K) will operate in the following rooms: 4, 5, 6, 7 and 8. Fire clearance was granted on 03/01/2022. First Aid Kit and medications will be stored in a kitchen. The facility also has two office areas, kitchen, children's bathrooms, staff bathrooms, storage units, and one big playground.

All indoor and outdoor activity areas were measured and inspected. All preschool rooms measured at a approximately 3,258.88 sq. ft. sufficient for 93 children. All rooms are complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. There are total of 8 toilets and 8 sinks, sufficient for the number of children requested. Children are to be escorted and supervised by staff to and from the bathroom and direct visual observation is required. There are three staff restrooms which all have 1 toilet and 1 sink each. The staff restroom located in the lobby/office area will be designated for use by children who are ill. There is a carbon monoxide detector on site in every room. The kitchen area currently includes a sink, 3 refrigerators, 2 gas stoves, 2 ovens, dishwasher, microwave, 2 freezers, washer, dryer and storage units. The menu is posted, as well as all other required documents for the parents and employees. Sign in and out will be located in the front lobby area and gate located in the back parking lot.

The facility has one big open playground dedicated for the preschoolers. Area measured at approximately 16,724 sq. ft., sufficient for 222 children at one time. LPA observed two play structures, sandbox area, and other age appropriate toys/equipment. All areas are appropriately fenced and shaded (canopies and trees). Drinking water is readily accessible indoors and outdoors via drinking water fountains and pitchers/sippy cups. LPA observed a water canal that is directly under the bridge that connects the front and back areas of the facility. Fencing that currently barricades the children from having access to the the canal is a chain link, which is climbable.

Ms. Bradley was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Ms. Bradley discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Ms Martine of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility plans to provide Incidental Medical Services – IMS. No medications are on site to review. For IMS information, see PIN 22-02-CCP. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the Applicant, Jeanette Bradley.

LPA reviewed with Applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
