On 03/17/2022 at 9:10AM, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Pre-Licensing inspection. LPA met with Center Director, Christine D'Amico (who is director qualified). The preschool program (ages 2-K) will operate in "Classroom" in the preschool building on campus. Fire clearance was granted on 03/02/2022. The Classroom has a director's office, kitchen, and one children's restroom. The facility is located on a campus that houses a school, church and residential housing.

Indoor activity space ("Classroom") was measured and inspected today. Preschool Classroom measured at approximately 772.02 sq. ft. which will accommodate a total of 22 children at one time. Room was observed to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. There is 1 toilet and 1 sink in the classroom, sufficient for only 15 children. LPA observed two dead roaches in this restroom. Director stated there is another restroom located in a separate building (dedicated for the school age) adjacent to the preschool classroom that has an additional 4 toilets and 2 sinks. A bathroom waiver must be requested and approved prior to licensure. Children are to be escorted and supervised by staff to and from the bathroom and direct visual observation is required. The staff restroom that the facility will like to utilize as their staff restroom and isolation restroom is part of the school and is used by the school staff. A bathroom waiver to share the staff restroom will need to be submitted and approved prior to licensure. There are two separate playgrounds dedicated to the preschool located left and right of the preschool classroom. Area was observed not to be fully fenced and had hazardous items such as exposed broken wood, unsafe sandbox, weeds throughout Playground 2 and a shed that is unsafe. There is a carbon monoxide detector on site located in the preschool classroom. The kitchen area currently includes a sink, refrigerator, microwave, and storage units. The center will be providing electronic sign in/out located in the back gate of the campus.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Applicant discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The following corrections must be completed prior to licensure. Director stated she will have all requirements completed no later than 04/18/2022. LPA will conduct a follow up inspection to ensure the below corrections have been made prior to issuing a license:
  • Submit and obtain an approved shared bathroom waiver for the staff and children due to limited toilets/sinks available
  • Make the kitchen inaccessible
  • Fully fence both playgrounds with a 4ft. (or higher) fence
  • Ensure both playgrounds are hazardous free
  • Clean and ensure children restrooms are free of rodents and vermin
  • Have required postings posted
