On 2/24/25 at 8:45 AM, Licensing Program Analyst (LPA) Keturah Lane visited the facility to conduct an annual inspection. Upon arrival LPA met with Director/Owner Diane Martine and proceeded to tour the facility. During today's inspection, there were 66 children observed with the following ratios:

Building #1
  • Hedgehogs (Toddlers) had 3 toddlers with staff member Alma Carreon Sigala
  • Foxes had 9 children with staff member Estrella Bruce
  • LPA observed a total of 20 children on the playground from the Owls, Grizzly Bears and Kodiak Bears classrooms with staff members Teresa Roman, Emmalee Cobb and Selene Mueller
  • The Racoons classroom was not being used as the children from this classroom were combined into the Owls and Foxes classroom today
  • There were no children observed in the multi-purpose #1 & #2 area – which is an open area used for activities and transitions
Building #2
  • Room #1 is the kitchen area used for snack
  • Room #2 is split between Butterflies (which had 7 children with staff member Karla Espino Dijoza) and Bees (which had 9 children with staff member Carrie Miller)
  • Room #3 (Turtles) had 8 children with staff member Jennifer Solache
  • Room #4 (Ducks) had 10 children with staff member Lara Boilard
  • Room #5 was not in use

Appropriate ratios and capacity were observed. Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation. Floors appear to be clean and safe. Drinking water is readily accessible. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Food service area consists of two kitchens which are clean and free of hazards. Menu is posted. Adequate food is available for meals/snacks. Cleaning supplies are kept separate from food and are inaccessible to children. Storage containers for solid waste have tight-fitting covers (kitchen/snack areas and bathrooms) and are kept in good repair. There is no eating in the classrooms. Trash bins in the classrooms are only used for paper, therefore they do not need to have tight-fitting lids. Storage areas for poisons are locked. Director stated there are no firearms or other weapons on the premises. All foods/beverages capable of rapid spoiling are stored in covered containers at 45 F or less. The facility appears to be free of insects and rodents. There is an operational carbon monoxide detector at the facility. Last emergency drill was conducted on 10/18/24.

Outdoor play area is three fenced playgrounds with sufficient material for cushioning. There are no bodies of water at this facility. Climbing structures, swings and slides are securely fixed to the ground. Area has canopies and trees used for shade. Equipment is age appropriate. Area has drinking water readily accessible, and grounds are free of debris or potential hazards.

LPA reviewed medication storage. Personnel records contain health screening documentation and at least one staff member has current CPR and First Aid certifications. All staff have completed mandated reporter training and required immunizations. Each personnel record contains documentation of educational background and training. Sign ins were reviewed. Children’s records contain admission agreements and medical assessment. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Toddler program is kept separate from preschool program at all times.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. No deficiencies were cited at this inspection.
