On 08/25/2022 at 11:01am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. Upon arrival, LPA met with Applicant/Director, Yvette Jackson. LPA took a tour of the facility and observed there to be 21 children with 7 staff members. Initially, Ms. Jackson applied for The Infant Program (children ages 0-24 months) to operate in the Infant 1 and Infant 2 Room and a Toddler Program (18-36 months) in the Toddler Room. Fire clearance was granted on 08/12/2022. However, after LPA conducted her inspection and measured all rooms, Ms. Jackson stated she would like to withdraw her Toddler Option Program and make the Toddler Room into another Infant Room. An updated application form (LIC200A) was obtained from Ms. Jackson during inspection.

LPA inspected and measured all indoor and outdoor activity space utilized for the children: Infant 1, Infant 2 and Infant 3 (room that took over the Toddler Room). The total indoor play space measured at approximately 1,786 sq. ft. which will accommodate a total of 51 children. LPA observed rooms to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mat, bookshelves, and other activity supplies for the children. There is a separate crib area partitioned from the activity area in the Infant 1 Room, however the partition is not of sound absorbing material and at least 4 ft. high. The crib area was not included in the square footage. There is currently a total of 12 cribs in the napping area located in the Infant 1 Room. Small cots/mats are also available for children who are able to climb out of the crib and/or over age 12 months. Visual observation to all infants shall be maintained at all times. All infant rooms have at least one sink within arm’s reach of a diaper changing table. There is a total of 9 sinks and 2 toilets available for the children. The ratio in all infant rooms shall be 1:4. There are two separate bathrooms used by staff sink and is also designated for use by children who are ill.

LPA reviewed the updated LIC311A with the facility representative today and reminded to keep anything that reads, “Keep Out of Reach of Children” inaccessible to children.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Prior to licensure, the following is needed:
  • Make the walls in Infant Room 1 dividing the play space and the napping area at least 4 feet high and of sound absorbing material.
  • Obtain an updated fire clearance reflecting capacity and room changes.
  • Update parent handbook and admission agreement to take out Toddler Option Program.

Exit interview was conducted with Facility Representative. An infant license for 43 children (ages 0-24 months) per Ms. Jackson’s request in the Infant 1, Infant 2 and Infant 3 Room may be granted upon receiving all the above corrections and after a final file review. Facility Representative stated her understanding. This report shall be kept available at the facility for public review for 3 years.

The director's office/staff lounge will be the isolation area for children who are and are designated for children who are ill. There is a carbon monoxide detector on site located in the hallway between the boiler and electrical room. The kitchen area currently includes 3 sinks, a stove, an oven, an ice maker, one dishwasher, 1 refrigerator and 2 freezers. Food and beverages are up to date and kitchen was observed free of rodents and/or vermin. All required documents for the parents and employees are posted. Sign-in sheet is via electronic using an application called ProCare. All children that were present during inspection were signed in.

The outdoor play area was inspected and measured. The outdoor playground area measured at approximately 3,297.75 sq. ft., which will accommodate no more than 43 children at one time. The area has canopies and trees used for shade. Play area has age appropriate play equipment and sufficient cushioning under the climbing structure and is fully fenced (above 4ft. high). Facility has one four seater stroller and 2 buggies that seat 6 available for the younger infants. Drinking water is readily accessible inside and outside the classroom via water fountains and refillable water bottles.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
