On 9/2/22 at 12:20 PM, Licensing Program Analyst (LPA) Keturah Lane conducted an announced Pre-Licensing inspection. Upon arrival, LPA met with Applicant, Sayra Godinez who is also Licensee/Director of the preschool and meets qualification requirements. LPA provided the Prelicensing Entrance Checklist and toured the facility. The Preschool Program which has a toddler component, will operate in the following classrooms: #1, #2, #3 and toddler classroom. First Aid Kit and medications will be kept in a locked cabinet out of reach of children in the isolation room. Fire clearance was granted on 8/15/22.

All indoor and outdoor activity space utilized for the children was inspected and measured today:
Indoor:
· Room 1 measures 377.87 square feet
· Room 2 measures 358.86 square feet
· Room 3 measures 596.08 square feet
· Toddler Room measures 199.55 square feet
· Total indoor activity space is 1,532.36 square feet, which will accommodate a total of 43 children.
Outdoor:
· Preschool playground has a blacktop area for riding tricycles at the back and a turf area in the front with small portable climbing structures. There is also a side turf area on one side and a wood chip area on the other side of the building. The entire preschool playground measures 5,148.24 square feet which will accommodate no more than 68 children at one time.
· Toddler playground located on the side of the building has concrete surface. Toddler playground measures 501.20 square feet which will accommodate no more than 6 toddlers at one time. (continued on LIC809-C...)

The rooms are complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/ mat, bookshelves, and other activity supplies for the children. There are 5 toilets which is sufficient enough for 75 children. There are 5 sinks which is sufficient for 75 children. Children are to be escorted and supervised by staff to and from the bathroom and direct visual observation is required. There is a separate bathroom for staff located upstairs, equipped with 1 toilet, 2 urinals and 2 sinks. The single bathroom downstairs in the hallway can be designated for use by children who are ill. There are four carbon monoxide detectors on site located outside the classrooms in main hallway. The kitchen area currently includes a sink, refrigerator, stove, oven and storage units. Menu is posted, as well as all other required documents for the parents and employees. The center will be providing electronic sign in/out located at the drop-off area which is located by back playground for preschoolers and back gate for toddlers. In the toddler classroom the current changing pad did not meet regulations. Applicant stated she would purchase a changing table that meets requirements with a 3-inch side.

The outdoor play area was inspected. LPA observed two separate playgrounds. Areas are completely fenced, have canopy/sails for shade, age appropriate play equipment, and sufficient cushioning for preschool playground which is sand/turf. The preschool playground currently has several concrete parking stanchions in the blacktop area which need to be removed prior to licensing. Applicant stated she would have them removed or make the blacktop area inaccessible by use of fence until they can be removed. The toddler playground has a concrete surface. Applicant stated she would purchase cushion mats to put under the portable climbing structure and slide. Drinking water is readily accessible via children’s water bottles which can be refilled from two filtered systems located in classroom #1 and kitchen.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility plans to provide Incidental Medical Services – IMS. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Director is reminded to keep anything that reads, “Keep Out of Reach of Children” inaccessible to children. LPA reminded Licensee/Director of the requirement to test their water for lead within 180 days of licensure 101700(c)(1) – See PIN 21-21-CCP for more information. LPA provided copy of the PIN at the inspection.

CORRECTIONS:
Prior to licensure, the following is needed (examples):
1. Obtain changing table for toddler classroom that meets regulations
2. Remove cement parking stanchions in preschool playground or make that area inaccessible to children by use of temporary fence until they are removed
3. Ensure preschool playground blacktop area is free of debris and excessive gravel
4. Obtain padding or interlocking mats to go under the toddler climber and slide in the toddler playground
