On 10/12/22 at 3:00pm LPA’s Patrick Ma and Selina Siao made an unannounced visit to initiate an investigation, for the complaint received on 10/5/22, regarding the above allegation. LPA met with Director, Nicolle Daniels. At the facility, unlicensed school age program was observed with 8 daycare children and 2 staff combined with the preschool program. LPA collected children names and reviewed files.
Based on the information gathered from reporting party, observations, and interviews with Director and children it is determined that Thomsen Learning Center is conducting an unlicensed child care school age program at 217 Earlham Street, Ramona, CA, 92065 where she had 8 or more school aged children in care at time of inspection stating their ages between 5-7. LPA was provided a class roster listing 16 names for a school age program. Children interviewed, stated they are there all day, their classroom is upstairs, and their teacher is Ms Nicki. Upstairs was set up as a classroom with used learning materials in multiple children's desk.
The allegation is valid because the preponderance of the evidence has been met, therefore, the above allegation is found to be SUBSTANTIATED. Pursuant to Title 22 of the California Code of Regulations, the deficiency is being cited on the attached LIC 9099D.
Facility representative was provided cease and desist letter to stop operations by the end of the business day. Continued unlicensed operation may result in civil penalties of $200 per day.
Exit interview conducted and report was reviewed with the licensee facility representative Nicolle Daniels.

Thomsen Learning Center’s application for a School Aged license is currently under review. Facility was issued a Cease and Desist letter to discontinue care by the end of 10/12/22.

Based on observation and interview, Thomsen Learning Center is providing unlicensed school age child care for at least 8 school age children were observed in care at the facility. This poses an immediate health, safety and/or personal rights risk to children in care.
