On 03/16/23 at 9am, Licensing Program Analyst (LPA), Samantha Clenista and Adrian Mangina conducted an announced Change of Ownership Pre-Licensing inspection. Upon arrival, LPA’s met with Applicant/Center Director, Yulia Zaets. All indoor and outdoor activity space utilized for the children were inspected today. There was a total of 31 children present with 6 staff members. Applicant stated that the areas utilized for the preschool children (ages 2-5 years old) are in three separate buildings. The address to these buildings is 1752 and 1762 Hornblend St. The indoor activity space includes the following in the 3 buildings: “Big Nest” Building (in Room 1, 2 and 3), “Robins” Building (in Room 1 and the multipurpose room) and the “Canaries” Building (in Room 1, 2, 3, 4 and 5). The fire clearance was granted on 02/22/2023. Medications are stored in the director’s office or classroom depending on the medication.

LPA’s continued to tour the facility and measured all indoor and outdoor activity space. The following measurements were taken:
· Robins building = 891.52 sq. ft.
· Big Nest building= 843 sq. ft.
· Canaries building= 970.85 sq. ft.
· Outdoor activity space which includes; preschool yard #1, preschool yard #2, picnic area, garden and preschool courtyard = 4,522.47 sq. ft.

The total indoor activity space measured at approximately 2,705.37 sq. ft. which will accommodate a total of 77 children. LPA observed the indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. There is a total of 8 sinks, 5 toilets and 1 urinal available for the children. Children are to be escorted and supervised by staff to and from the bathroom and under direct visual observation.

There is a separate bathroom used by staff that consists of 1 toilet and 1 sink and is also designated for use by children who are ill. The director's office is designated to be the isolation area for children who are ill. There is an operational carbon monoxide detector on site located in each building. Each building has its own kitchen area. Kitchen areas and food storage areas was observed free of rodents and/or vermin. All required documents were observed posted in each classroom which is also where the sign-in and out sheets are located.

The outdoor activity spaces measured at a total of 4,522.47 sq. ft., sufficient for 60 children at one time. Facility is request for 77 children. A playground waiver request shall be submitted and approved prior to licensure. When LPA’s inspected the outdoor playground, LPA’s observed canopies and trees used for shade. Play areas have age appropriate play equipment and sufficient cushioning (turf) under the climbing structure and is fully fenced (above 4ft. high). Drinking water is readily accessible inside and outside the classroom via water fountains.

Incidental Medical services (IMS) policy for epi-pen, nebulizer and inhaler is on file and approved. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Facility Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed the updated LIC311A with the facility representative today and reminded to keep anything that reads, “Keep Out of Reach of Children” inaccessible to children.

Prior to licensure, Applicant shall provide an updated sketch, and request for a playground waiver due to limited square footage. Exit interview was conducted with Applicant. A preschool license for 77 children (ages 2-5 years old) in three buildings: “Big Nest” Building (in Room 1, 2 and 3), “Robins” Building (in Room 1 and the multipurpose room) and the “Canaries” Building (in Room 1, 2, 3, 4 and 5) may be granted upon receiving the above corrections and after a final file review. Applicant stated her understanding. This report shall be kept available at the facility for public review for 3 years.
