On 08/31/2023 at 10:31am Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Change of Location Pre-Licensing inspection. Upon arrival, LPA met with Center Director, Yulia Zaets. All indoor and outdoor activity space utilized for the children were inspected today. Facility is requesting to be licensed for 68 preschoolers (ages 2-5 years old) in three separate buildings: Room 1, 2 and 3 in the “Canaries” building, Room 1 and Multi-purpose room in the “Robins” building and Room 1, 2 and 3 in the “Big Nest” building. Fire clearance was granted on 08/16/23. The areas used for the preschool program was observed to be separate from the infant program, both indoors and outdoors. LPA informed Ms. Zaets that the programs shall never commingle at any given time and that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor play. Medications on site are stored and located in the director’s office in a cabinet.

LPA continued to tour the facility and measured all indoor and outdoor activity space. The following measurements were taken:
· Robins indoor activity space- 891.52 sq. ft.
· Big Nest indoor activity space- 843 sq. ft.
· Canaries indoor activity space 656.95 sq. ft.
· Outdoor activity space- 4,329.91 sq. ft. sufficient for 57 children at one time.

Total indoor activity space equates to 2,391.47 sq. ft., sufficient for a total of 68 children. There is a separate bathroom located in the Little Nest building that is equipped with 1 toilet and 1 sink. There are a total of 5 toilets and 6 sinks available for the children. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. The Director's office and staff restroom will be the isolation area for children who are ill. Kitchen area and food storage area was observed free of rodents and/or vermin. There is an operational carbon monoxide detector on site located in each classroom. All required documents were observed posted. The sign-in and out is located in each classroom.

The facility has several fenced in playground areas located throughout the premises (labeled preschool courtyard, sandbox, preschool yard #1 and #2 and garden). LPA informed Ms. Zaets that children must be escorted to and from the playground. The preschool outdoor play areas can accommodate only 57 children at one time. Facility is requesting to be licensed for 68 children. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Area was observed to be fully fenced and free of hazards. Area had a tree used for shade. Area had age appropriate toys and play equipment and had turf, however was still in construction. Drinking water is readily accessible inside and outside the classroom via refillable water fountains, faucets and refillable water bottles. Ms. Zaets is reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

LPA reviewed with Ms. Zaets the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Ms. Zaets was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Ms. Zaets was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication.

Prior to licensure, the following is needed:
  • Complete the turfing located in the front yard area and send LPA pictures upon completion.
  • Obtain an approved shared playground waiver.

Exit interview was conducted and report was reviewed Ms. Zaets. A notice of site visit was given to Ms. Zaets and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. A preschool license for 68 children (ages 2-5 years old) may be granted upon receiving the above corrections and after conducting a final file review. Ms. Zaets stated her understanding. Ms. Zaets understands that this report shall be kept available at the facility for public review for 3 years.
