On 12/18/2023 at 9am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Pre-Licensing inspection. Upon arrival, LPA met with Leslie Lucy, CEO and Center Director. Also present was Ms. Lucy's family; adult daughter, mother, and two grand kids. All indoor and outdoor activity space utilized for the children were inspected today. Facility is requesting to be licensed for 80 preschoolers (ages 2-K) in Classrooms 1, 2, 3, 4 and 5. Fire clearance was granted on 11/29/2023.

LPA continued to tour the facility and measured all indoor and outdoor activity space (Rooms #1-4). Total indoor activity space measured at approximately 3,113.33 sq. ft., sufficient for the requested capacity. There are a total of 6 toilets and 5 sinks available for the children. Facility is shy of 1 sink in order to accommodate requested capacity. Ms. Lucy stated she will install 1 portable sink in Classroom 2 prior to licensure. LPA observed most of the indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Room 3 and Room 4 are not fully set up yet due to Ms. Lucy stating she does not anticipate on opening yet, and will set it up with more toys and furniture when enrollment starts picking up. Ms. Lucy is reminded to send CCL pictures once the rooms are fully set up prior to usage. There is a separate staff restroom located in the main hallway, equipped with 1 toilet and 1 sink. The director's office and staff restroom will be the isolation area for children who are ill.

There is a kitchen on site, however is not used by the facility. Facility requires parents/guardians to bring their own child(ren) lunches, which will be prepped in the classroom. Facility has snacks stored for the children. Food storage area was observed free of rodents and/or vermin. There is an operational carbon monoxide detector on site located in the main entry hallway. All required documents were observed posted in the director's office which is located in main parent drop off/pick up area.

Ms. Lucy stated that the facility will utilize Procare for sign-in and out, where each parent signs in on their phone upon entry into the facility. LPA informed Ms. Lucy that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor play.

The facility currently has a separately fenced in playground. The playground measured at approximately 8,141.71 sq. ft., which is more than sufficient to accommodate the requested capacity. Area was observed to be fully fenced via brick wall and chain link fencing. The fencing around the play area was observed to be 4ft. all around, with the exception of a small area where the brick wall is, right of the big storage unit. This area of the fencing needs to meet 4ft. high or higher. Play area had four big sailing shade structures used for shade. Area had age-appropriate toys and play equipment and had rubber under play structure, sufficient to sustain a fall. LPA observed a climbing gym structure located on the wood chips area of the playground which had a sticker for ages 3-6 years old. Ms. Lucy stated she will have it removed and will purchase an age appropriate structure later down the road.

Drinking water is readily accessible inside and outside the classroom via refillable Brita water filter jug. Facility stated they will require parents/guardians to bring their child(dren) their own water bottle. Ms. Lucy was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

LPA reviewed with Ms. Lucy the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Ms. Lucy was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Ms. Lucy was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication.

Prior to licensure, the following is needed:
  • Remove infant equipment in Classroom 5.
  • Make the following doors inaccessible located in Classroom 3; janitor, kitchen and two exit doors (that lead directly to the parking lot).
  • Remove green climbing structure that is age appropriate for 3-6 years old from the playground.
  • Remove the cubbies located in Classroom 1, 2 and 4 and replace them with them hooks.
  • Add an additional sink in Classroom 2 in order to meet the requested capacity of 80 children.
  • Submit an updated outdoor sketch showing playing structure.
  • Ensure all outlets in classrooms have an outlet covers.
  • Extend the playground fencing to meet 4ft. or higher.

Exit interview was conducted and report was reviewed with CEO/Center Director, Leslie Lucy. A notice of site visit was given to Ms. Lucy and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Ms. Lucy was reminded of the requirement to have the water tested and results posted within 180 days of licensure.

A license for 80 preschool children (ages 2-K) in Classrooms 1, 2, 3, 4 and 5 may be granted upon receiving the above corrections and after conducting a final file review. A follow-up inspection to ensure the above corrections are met will be scheduled on a later date. Ms. Lucy stated she will have all corrections done by January 19, 2023. Ms. Lucy understands that this report shall be kept available at the facility for public review for 3 years.
