On 01/26/2024 at 9am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced follow-up Pre-Licensing inspection to verify that the facility has corrected all items that were listed during the initial pre-licensing inspection conducted on 01/08/2024. In addition, due to the facility being issued a single license, a new report is required.

Upon arrival, LPA met with Center Director, Alma Mejia. On 01/08/24, all indoor and outdoor activity space utilized for children were inspected by LPA. Facility is located in the San Diego Police Department (aka Plaza) building. Facility is requesting to be licensed for 21 preschool children (ages 2 to Kindergarten) in the “Multi-Age Room” and 14 infants (ages 6 weeks to 2-years-old) in the “Infant Room” and “Toddler Room.” Fire clearance was granted on 12/20/2023. Areas used for the preschool program were observed to be separate from the infant program, both indoors and outdoors. LPA informed Ms. Mejia that the programs shall never commingle at any given time and that staff are required to maintain direct visual supervision of the children at all times. When medications are on site (depending on the medication), Ms. Mejia stated that they will be in a locked cabinet in the staff lounge.
During LPA’s inspection on 01/08/24, all indoor and outdoor activity space was measured. The total infant indoor activity space measured at 544.24 sq. ft., sufficient for 15 infants, which facility would like to update their requested capacity for (instead of 14 infants). An updated fire clearance for 15 infants was granted on 01/18/24. There is a total of 3 sinks available for the infant program (1 in the infant room and 2 in the toddler room). There is a changing table within arm’s reach of a sink located in both classrooms. There is a refrigerator for children’s bottles located in the staff area that connects both classrooms (off limits to children). Ms. Mejia was reminded that all infant bottles should have their name and date on them. There is a separate crib area (not included in the activity square footage) that currently has 8 cribs, for the younger infants. There are napping cots/mats for the older infants who can climb out of a crib.

Ms. Mejia stated that the infant needs and services plan will be stored in the classroom in a binder per child and Ms. Mejia was reminded that they must be updated quarterly. There are two exit doors (1 in the infant room and 1 in the toddler room) that lead outside. As an extra precaution, both doors have alarms on them to notify staff when opened. The total preschool indoor activity space measured at 755.44 sq. ft., sufficient for the requested capacity. There is a total of 2 toilets and 2 sinks available for the children located in the Multi-Age Room. There is also a changing table within the classroom. All indoor play space (infant and preschool) was complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children.

There is a separate staff restroom located in the hallway, equipped with 1 toilet and 1 sink. Ms. Mejia stated that the director's office and staff restroom will be the isolation area for children who are ill. The staff lounge includes a kitchen area that consists of a refrigerator, sink, microwave, and cabinets for food storage. The kitchen area and food storage area were observed free of rodents and/or vermin. The facility has snacks ready for children when present. The main parent drop off/pick up area has all required postings. This area is also where the sign-in and out is located. Drinking water is readily accessible inside and outside the classroom via refillable water station and water bottles (that parents/guardians will be required to bring for their child(ren)). Ms. Mejia was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. There is an operational carbon monoxide detector on site located in the hallway to the right of the Multi-Age door entry. There is a complete first aid kit located in the director’s office and every classroom. On 11/14/23, the facility had their drinking water and food prep water tested for lead. On 11/18/23, results were received with no lead exceedance noted.

The facility currently has two separately fenced outdoor playgrounds (one for the infants and another for the preschoolers). On 01/08/24, the infant playground measured at approximately 1,176 sq. ft., sufficient for the requested capacity. The preschool playground measured at approximately 1,585.5 sq. ft., sufficient for the requested capacity. Both outdoor playgrounds had sails used for shade, had age-appropriate toys and play equipment and had rubber turfing under play structures, sufficient to sustain a fall.

There is an in-ground pool on site that is appropriately fenced per Title 22, however has a padlock on the gate as an additional safety measure. Facility has in their plan of operation that they have the key to the padlock readily accessible hanging on a hook located in the director’s office for cases when it needs to be opened.

Facility representatives stated that the majority (if not all) of their parents/guardian are going to be employees of the SDPD and may be carrying a gun and/or weapon during pick-up and/or drop off. A waiver to allow parents/guardians to carry onsite will be processed.

LPAs reviewed with Ms. Mejia the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPAs discussed the safe sleep regulations with Ms. Mejia and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPAs also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Ms. Mejia was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Ms. Mejia was informed of the mychildcareplan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/subscribe and select the Child Care option to receive email communication.

Exit interview was conducted and report was reviewed with facility representative, Alma Mejia. During this inspection, all corrections noted during LPA’s initial inspection dated 01/08/24, were observed to be completed. See LIC9102 for Technical Assistance.

A license for 15 infants (ages 6 weeks to 2-years-old) in the Infant Room and Toddler Room (crib infants are limited to a total of 8 infants), and 21 preschoolers (ages 2 to kindergarten) in the Multi-Age Room may be granted upon conducting a final file review. Ms. Mejia stated she understands that this report should be made available at the facility for public review for 3 years.
