On 08/14/2024 at 9:35am, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing inspection for a adding an infant component to the existing preschool facility number 376105106. Upon arrival, LPA met with applicant Anne-Laure Petit. Applicant is requesting to be licensed for 16 infants (age 3 to 24 months) in the Infant classroom. And 45 preschool children ages 2 to kindergarten in classrooms #1, #2, #3 and the library. Facility hours of operation is Monday to Friday from 8am to 5pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Anne- Laure Petit that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Anne-Laure Petit stated that they will be in hallway bathroom for the preschool children and for the infants it will be in a high cabinet in the infant room. A fully equipped first aid kit is in the preschool hallway bathroom and the preschool outdoor lunch area. There is an operational carbon monoxide detector on site located in the kitchen. All required licensing documents were observed posted outside at the infant playground wall near room #1. Children are signed in and out via the Brightwheel app with a tablet.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total infant indoor activity space measured to be 501.73 square feet, which is sufficient for up to 14 children. Total preschool indoor activity space room 1, 2,3 and the library was previously measured to be 1820.74 square feet, which is sufficient to accommodate the requested capacity of 45 children. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots for preschool children and infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via a water pitcher from the refrigerator filtered water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 07/23/24.

Highchairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Highchairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a four feet high sound absorbent material and allows for supervision of napping children. Sleep logs and Needs and Services Plans and Sleep Plans will be kept in the infant room.

The children will not be potty training until they move to the preschool. LPA observed a total of 4 sinks and 3 toilets and 2 urinals available for the preschool children. These are sufficient to accommodate the requested capacity of 45 preschool children and 12 infants. There is a separate staff restroom equipped with a toilet and a sink located upstairs. The isolation area for children who are ill will be in the Director's office located upstairs and the ill child will also use the staff's restroom.



Facility will provide lunch to the preschool children and the infants once the child eats solid food. The kitchen area currently includes sink, refrigerator, dish washer, stove, oven and a microwave. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a door with a doorknob cover.

The facility currently has a fully fenced playground area which is separate from other components. Fencing is vinyl at the preschool playground and brick wall for the infant play area and both fences are at least four feet high. The total square outdoor footage for the preschool playground was previously measured to be 3203.93 square feet and a new outdoor side area was measured today to be 593.49 square feet therefore the new total preschool outdoor activity space is 3797.42 square feet, which is sufficient to accommodate the requested capacity of 45 preschool children. Shade is available at the infant and large preschool outdoor area. There are sufficient outdoor age-appropriate toys and play equipment available on both playgrounds. There is a climbing structure on preschool playground for preschool age children which is properly anchored. There is adequate cushioning in fall zones of climber with turf and it has 4 inches rubber cushioning underneath. Drinking water is available via the children's own water bottles and zippy cup during indoor and outdoor activities.

Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Facility representative stated that she did the lead water testing when the preschool was first licensed during August of 2022 under facility number 376106106.



Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

A single license 376105173 is being consolidated with the existing preschool license number 376105106. A license for 45 preschool children ages 2 to kindergarten in rooms #1, #2 and #3 and the library. And 12 infants ages 0 to 24 months in the Infant classroom will be granted upon receive of the following items and a final file review.

The following corrections are needed prior to the issuance of the license:
· Submit an Infant Needs and Service Plan
· Obtain new director Claire Hemery's transcript with infant units.
· Submit an updated application to reflect the requested capacity of 12 infants ages 0 to 24 months and 45 preschool children ages 2 to kindergarten.
· Submit the updated handbook pages #7 to reflect the new license number and the age of the preschool should be up to kindergarten.
· Submit an updated Admission/financial/agreement to reflect the age of preschool children and add an area for Director to sign and date.
· Submit an updated indoor infant room sketch.
· Submit an updated preschool sketch to include the new outdoor side area.
· Submit pictures of the preschool side yard area with appropriate shade.

Facility representative understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
