On 05/13/2024 at 11:25am, Licensing Program Analyst (LPA), Selina Siao conducted a pre licensing inspection for the purpose of adding a school age component to the existing licensed preschool program without changing the overall capacity. Facility is currently licensed to care for 56 preschool children in four classrooms. Facility representative has requested to decrease the preschool capacity to 44 children and to operate in three classrooms including the Busy Bee, Wise Owl and Learning Lion. The school age component will be for 12 children to operate in the Panda classroom. Hours of operation is Monday to Friday from 7:30am to 5:30pm. Present during today’s inspection were 41 children with five staff members in three classrooms. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Vicki Coffee that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and the indoor area Panda classroom was previously measured to be 441.99 square feet, which is sufficient to accommodate the requested capacity of 12 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water that are in a water pitcher and the children brings their own water bottles from home. LPA observed all hazardous items to be inaccessible to children. There is a small turtle and fishpond located next to the Director's office and it is enclosed with a metal mesh material and it has a solid metal lid with two locks to make it inaccessible to the children. Director stated that there is no weapons at the facility. Fire clearance was granted on 04/24/2024 by the San Diego Fire Department.

Facility has designated a new restroom for the school age program that has 1 sink and 1 toilet available. Children shall be escorted to and from the restroom. The preschool children will continue to use the 4 sinks, 2 toilets and 2 urinals. These are sufficient to accommodate the requested capacity of 12 school age and 44 preschoolers.

The facility currently has a fully fenced preschool playground area with a chain link fence that is at least four feet high. Facility has requested to add a separate outdoor area designated for the school age children to use. The school age outdoor playground has brick walls with wrought iron fencing on top of the walls that is at least four feet high. The total square footage for all the school age outdoor activity space was measured to be 1663.28 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via the building and canopy. There are sufficient outdoor age-appropriate toys and play equipment available for the children that are stored in the shed. No play structure is at the school age outdoor area. The preschool playground has a climbing structure that appears to be age appropriate and it is properly anchored. There is adequate cushioning in fall zones of climber provided by sand at the larger preschool area. The smaller two year old playground is designated for the two-year-old play and the play structure has wood chip as cushioning. Drinking water is available via water pitcher from filtered water via the children's water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.


The following corrections are needed prior to the issuance of the single license under this facility number with 44 preschool to operate in the Busy Bee, Wise Owl and Learning Lion classroom. 12 school age to operate in the Panda Classroom.
  • Updated LIC200A to reflect the preschooler ages serve to be 2-Kindergarten and school age to be UTK to 8-year-old signed by an authorized licensee representative.

  • Update parent handbook and admission agreement to reflect the correct ages for the school age component.

  • Remove the rose plant that is located at the school age outdoor area.

  • Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
