On 05/20/2024 at 11:45am, Licensing Program Analyst (LPA), Selina Siao conducted a pre licensing inspection for the purpose of adding a toddler option (18-36 months) component to the existing licensed preschool program. Facility is currently licensed to care for 80 preschool children in classrooms 1-6 and the art room. Licensee/Director has requested to have 12 toddlers in classroom #1 and the smaller playground will be designated for the toddlers. Licensee requested to have 68 preschool children ages 2-5 year old in classrooms #2 to #6 and the art room. Hours of operation is Monday to Friday from 7:30am to 5:30pm. Present during today’s inspection were 8 children in classroom #1 supervised by teacher Cristiane Henriques during lunch time. Appropriate ratio and supervision was observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director Simone Henriques that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and the indoor area classroom #1 was previously measured to be 360.28 square feet, which is only sufficient to accommodate up to 10 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available via filtered water and the children brings their own water bottles from home. LPA observed all hazardous items to be inaccessible to children. The preschool classrooms and art room were previously measured to be 2470.86 square feet which is sufficient for the requested capacity of 68 children. Director stated that there is no weapons at the facility. Fire clearance was granted on 05/15/2024 by the San Diego Fire Department.

Classroom #1 (toddler room) has a sink available for the children to use and there is a changing table located within reach of the sink. The food preparation area will be in the kitchen and away from the diaper changing area. Director stated that they will not potty train the children in the toddler option program as once the child is potty trained they will be moved up onto the preschool program. There are 5 sinks and 6 toilet available for the preschool children which is sufficient for the requested capacity. Children shall be escorted to and from the restroom to maintain visual supervision. The staff's restroom will be use for sick children.

The facility currently has a fully fenced preschool playground area with a chain link fence that is at least four feet high. Facility is planning to have the toddler children use the smaller playground and that playground was previously measured to be 1054.08 square feet which is sufficient for the requested capacity. The preschool children will be using the larger section of the playground and it was previously measured to be 2552.76 square feet and only sufficient for up to 34 children. Director would like to request for the preschool children to share the toddler playground by scheduling. Shade is provided via the tree and canopy. Toys will be brought outside during outdoor play time. There are no play structure at the playground. Drinking water is available via the children's own water bottles during outdoor play time. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.


The following corrections are needed prior to the issuance of adding the toddler component to the single license under this facility number with 10 toddlers to operate in classroom #1 and 70 preschoolers to operate in classrooms 2-6 and the art room.
  • Director will need to complete the infant course or enroll in an infant course and be granted an exception by the department.

  • An updated application for the allowed capacity of 10 toddlers and 70 preschooler shall be submitted to the department.

  • A waiver shall be granted for the preschooler to share the toddler playground.

  • A final file review by the department.
