On 5/23/2024 at 10:45am, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing inspection as the licensee has requested to add a toddler component to preschool. Upon arrival, LPA met with licensee Paige Kratz. Applicant is requesting to be licensed for 48 preschoolers (ages 2 to 5 year old) in classrooms # 3 and #4; 12 toddlers (ages 18 to 36 months) in classroom #2; 10 infants (ages 12-24 months) in classroom 1. Hours of operation is Monday to Friday 7:30am to 6pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Paige Kratz that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Licensee stated that they are stored in the office area in a lock box that is placed in the cabinet next to the Director's desk. A fully equipped first aid kit is located in Director's office. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted at the Director's door and the Director's office. Children will be signed in and out via the Procare App.

LPA continued to tour the facility and measured all indoor and outdoor activity space. The toddler option classroom #2 was previously measured to be 1289.75 square feet. The preschool classrooms #3, and #4 measured to be 2200.61 square feet. The infant classroom #1 was previously measured to be 613.57 square feet. All indoor activity space is sufficient to accommodate the requested overall capacity of 70 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via the portable water refill station. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. LPA will need to request for an updated fire clearance.

The infant and toddler room has a changing tables with at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Sleep logs are kept inside the classroom. Needs and Services Plans are kept in the child's file and in the classroom.


LPA observed a total of 2 sinks and 4 toilets available for the toddlers in room #2. Preschool program has 7 sinks and 8 toilets available for the children’s use. The infant room has at least one sink located next to the changing table available for the children. These are sufficient to accommodate the requested overall capacity of 70 children. The isolation area for children who are ill will be the staff's restroom located next to the Director's office.

The facility currently has a fully fenced playground area for each component. There is a chain link fencing that is at least four feet high throughout the facility. The outdoor toddler playground measured to be 3913.94 square feet. The preschool playground measured to be 14819.48 square feet. The infant playground was previously measure to be 1653.75 square feet. All three outdoor activity space are sufficient to accommodate the requested capacity. Shade is provided via pop up canopies and trees. There are sufficient outdoor age-appropriate toys and play equipment available on all the outdoor playgrounds. The climbing structures are age appropriate for each component. There is adequate cushioning in fall zones of climber provided by turf, rubber cushioning and rubber mats. Drinking water is available via the portable stations and the children brings their own water bottles to school. LPA observed all hazardous items on the playgrounds to be inaccessible to children. Applicant Paige Kratz was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Licensee completed the lead water testing on November 30, 2022.



Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with licensee the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



Exit interview conducted and report was reviewed with the licensee.


A license for 48 preschoolers, 12 toddlers, 10 infants will be granted upon a final file review and updated fire clearance.
