13 | On 3/21/25 at 2:00 pm , Licensing Program Analyst (LPA) Annette Sutherland conducted an unannounced complaint inspection to deliver findings regarding the above allegation. LPA Sutherland met with Director Cindy Quintana Rool and toured the facility. Census children 48 children in 3 classroom with 10 staff members. The Department fully investigated the above allegation. LPA did not observe any concerning behaviors. LPA conducted interviews with staff members and parents and there we no corroborating reports of concerns about supervision or soiled clothes.
Although LPA did not find evidence of the allegation during the investigation, it cannot be conclusively proven or disproven an injury or injuries occurred could have been prevented. Therefore, it is determined to be Unsubstantiated. A finding of Unsubstantiated means that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violation occurred. An exit interview was conducted with the Licensee. A Notice of Site Visit (LIC9213) and Appeal Rights (LIC9058) was provided along with the report (LIC9099) to the Licensee. LPA Sutherland observed Notice of Site Visit being posted. Notice of Site Visit must be posted for 30 days.
