On 07/23/2024 at 9:40am, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant Diane Antonelli. Applicant is requesting to be licensed for 28 preschoolers ages 2 to kindergarten in one classroom. Hours of operation will be 8am to 3:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Diane Antonelli that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Diane Antonelli stated that they will be in a higher cabinet located by the entrance, and it will be in a locked box. A fully equipped first aid kit is located a high cabinet by the entrance. There is an operational carbon monoxide detector on site located by kitchen. All required licensing documents were observed posted on the wall near the entrance. Children will be signed in and out at the counter area by the entrance.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to be 971.45 square feet, which is only sufficient to accommodate up to 27 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via the children's own water bottles and will be refill by the Culligan Water that the licensee will be ordering. LPA observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 06/28/2024.

LPA observed a total of 3 sinks and 2 toilets available for children’s use. These are sufficient to accommodate the allowable indoor capacity of 27 children. There is a separate staff restroom equipped with a toilet and a sink that will also be use for ill children. The isolation area for children who are ill will near the counter area space.

The children will be bringing their own snack and lunch from home. The kitchen area currently includes a refrigerator and a microwave. The kitchen area is free of rodents and/or vermin. Hazardous items in kitchen are inaccessible to children.

The facility currently has a fully fenced playground area. There is a wood and chain link fencing that is at least four feet high. The total square footage for all the outdoor activity space is 1757.91 square feet, which is sufficient to accommodate 23 children at one time. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via trees, sail shade and umbrellas. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a no climbing structure on the playground. Drinking water is available via the children's own water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Diane Antonelli was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



The following corrections are needed prior to the issuance of the license:
  • A final file review by LPA Siao.
  • Applicant shall submit an updated application to request for 27 children rather than 28 children due to indoor allowable activity space.
  • Submit an outdoor activity space waiver per 101238.2 (a) as the applicant is requesting to be licensed for 27 children but the outdoor activity space is only sufficient for up to 23 children at one time.
  • Obtain an approved outdoor playground waiver by the department.

Applicant Diane Antonelli understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
