On 10/29/2024 at 12:05pm, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing change of ownership inspection. Upon arrival, LPA met with Applicant Sabriya Bayati-Pedretti and Site Director Monique Reycasa. Applicant is requesting to be licensed for 52 infants (ages 0 to 24 months) in classrooms 3, 4, 5, 6 and 9. In addition, applicant is also requesting to be license for 119 preschool children (ages 2 to kindergarten) in classrooms 1,2,7 and 8. Hours of operation will be Monday to Friday from 7am to 6pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed applicant and director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in a locked box located in the office. A fully equipped first aid kit and an operating carbon monoxide detector is in the staff’s lounge. All required licensing documents were observed posted by the front office. Children will be signed in and out via the Pro Care App.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total (Preschool) indoor activity space measured to be 4223.14 square feet, which is sufficient to accommodate the requested capacity of 119 preschool children. And the total (Infant) indoor activity space measured to be 2443.40 square feet, which is sufficient to accommodate the requested capacity of 52 infants. LPA observed majority of the indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. There are a total of 18 cribs available for young infants in room 4 and room 9. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms and at the playground via the filter sink water faucets in the classrooms and the children brings their own water bottles or zippy cups to school. LPA observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 10/22/2024.

Highchairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Highchairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the infant classrooms. Needs and Services Plans and Sleep Plans are kept in a binder in the classroom.

There is at least one potty chair or toilet for every five infants. LPA observed a total of 6 sinks and 1 toilet available for infant’s use and there are 10 sinks and 9 toilets available for preschool children’s use. These are sufficient to accommodate the requested capacity of 52 infants and 119 preschool children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office and the isolation restroom will be the staff’s restroom.



Facility will be providing morning and afternoon snacks for the children in care. The kitchen area currently includes a sink, microwave, and refrigerator. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a closed door.

The facility currently has a fully fenced playground area which is separate from other components. Facility has a wood fencing that is at least four feet high. The total square footage for all the preschool outdoor activity space is 10565.78 square feet, which is sufficient to accommodate the requested capacity of 119 preschool children. The total infant outdoor activity space is 2238.12 square feet, which is insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via sail shades, trees and buildings. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children that appears to be age appropriate for preschool children ages 2 to 5 years old. There is adequate cushioning in fall zones of climber provided by soft turf. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant and Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Applicant and Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA reviewed with applicant and Director that the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with applicant and Director discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant and Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:

· Obtain an infant outdoor playground waiver approval by the department.
· Set up infant room 6 (Starfish classroom) with age- appropriate furniture and equipment.
· Submit an updated sketch with bird eye view to identify all the outdoor play areas for both the infant and preschool children.
· Submit a picture showing the extension of the infant outdoor area and set it up with age-appropriate equipment for the area.

Applicant and Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
