On 09/13/24 at 12:15pm Licensing Program Analysts (LPAs), Selina Siao and Veronica Torres Gonzalez conducted an announced Pre-Licensing inspection to add a toddler component to the existing licensed preschool facility number 372000413. Upon arrival, LPAs met with Director Sharon Halle. Applicant is requesting to be licensed for 95 children including 24 toddlers (ages 18 to 36 months) in room A and 1 and 71 preschool children (ages 2 to kindergarten) in room 2, 3 and 4. Hours of operation is Monday to Friday from 8am to 4:40pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director Sharon Halle that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, it will be stored in a higher cabinet located in the Director's office. A fully equipped first aid kit is located at the playground and there is also a first aid kit in each classroom. There is an operational carbon monoxide detector on site located in each classroom. All required licensing documents were observed posted in the preschool office and the daily activity schedule is posted in each classroom. Children will be signed in and out via the Brightwheel app.

LPAs continued to tour the facility and remeasured all indoor and outdoor activity space. Total toddler indoor activity space measured to be 2348.57 square feet, which is only sufficient to accommodate 67 children. The toddler indoor activity space measured to be 1252.65 square feet which is sufficient for the requested capacity of 24 toddlers. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a water pitcher and the water is from the kitchen faucet. The children brings their own water bottles to school. LPAs observed all hazardous items to be inaccessible to children. Director stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 08/19/2024.

LPAs observed a total of 9 sinks, 5 toilets and 1 urinal available for the preschool children’s use. There are 2 sinks and 2 toilets available for the toddler component. These are sufficient to accommodate the requested capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill is the staff's restroom.

Facility provides AM snacks to the children and LPA advised the Director that the facility shall offer an AM and PM snacks to the children as it is a full day program. The kitchen area has a stove, oven, refrigerator, microwave. The food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children by closing the kitchen door.

The facility currently has a fully fenced playground area. The chain link fencing is at least four feet high. The total square footage for the preschool outdoor activity space measured to be 6441.65 square feet, which is sufficient to accommodate the requested capacity. And the toddler outdoor activity space measured to be 4899 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via sail shades, building, umbrella structure at the preschool playground and at the toddler playground there are sail shade and trees use as shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2 to 12 and 2 to 5 at the preschool playground and the play structures are properly anchored. There are adequate cushioning in fall zones of climber provided by sand at the preschool playground. The toddler playground has turf with little tikes play structures. Director was advised to either remove the climbing structures or put soft cushioning under and around the structures to ensure children's safety. Drinking water is available via the children's own water bottles during outdoor activities. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). And it shall be retested every 5 years from the date of the initial lead test.

A license for 91 children including 24 toddlers (ages 18 to 36 months) and 67 preschool children (ages 2 to kindergarten) will be granted once the facility meets all licensing requirements. Once this facility meets all licensing requirements then this facility will be issued a single license number under this pending facility number 376105185.

The following corrections are needed prior to the issuance of the license:
  • Obtain an approved exception from the Department as Director Sharon Halle does not have the required infant unit but has enrolled in an Infant class.

  • Add soft cushioning under and around the play structures at the toddler playground.

  • Add changing tables in the two toddlers room and place it within arms reach of the sink.

  • Submit an updated LIC200A (8/23) to request a total capacity of 91 children including 24 toddlers and 67 preschools due to the limited indoor activity space for the preschool classrooms.

Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
