On 08/07/2024 at 1:40pm, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing inspection for a change of location. The facility is currently licensed at Say Standley Extended Day Program with facility number 376701010. Upon arrival, LPA met with Senior Program Director Lini Koria. Applicant is requesting to be licensed for 42 school age children that are attending UTK to 5th grade in classroom 32. Hours of operation will be Mon-Fri 7am to 8:55am, M, T, Th, F 3:25pm to 6pm and Wednesday 12:45pm to 6pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed facility representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Lini Koria stated that they will be in a lock box in the room 32 and it will be inaccessible to children. A fully equipped first aid kit will be located in room 32 inaccessible to children. Children will be signed in and out at room 32.

LPA continued to tour the facility indoor and outdoor activity space. Facility is located at Spreckels Elementary therefore the facility is exempt from the indoor and outdoor, toilet and sink requirements. Drinking water will be available with a water pitcher that will be refilled with the filtered drinking fountain at the back of building 30 near the boys and girls restrooms that will be use by the program. The children will also use the boys and girls restroom located across room #32. There are no bodies of water or weapons on the property.

Facility will provide PM snacks for the children as the children will be eating breakfast provided by the school at the lunch court area in the morning.

The facility currently has a temporary fence at the playground area due to the construction. There are wrought iron fencing that is at least four feet high on campus. Shade is provided via a large tree located at the court yard in the front of room 32, building and large sail shade will be installed during this weekend before school starts on Monday 08/12/2024. Facility representative stated that they will be bringing outdoor age-appropriate toys and play equipment from the other site. There is a climbing structure on the playground for children ages located at the upper grade playground (red structure) that is age appropriate for children 5 to 12 years old with soft rubber cushioning. The children will mainly play on the large grass field and basketball courts that is located behind building 30. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

A license for 42 children will be granted upon a final file review.

The following corrections are needed prior to the issuance of the license:
  • Room 32 needs an operational carbon monoxide detector.
  • All required licensing documents shall be posted in room 32.
  • Approved fire clearance by the San Diego Fire Department.
  • The room shall be set up with age appropriate furniture and equipment.
  • A picture of the outdoor area near the basketball shall be submitted to LPA upon completion of the construction.
  • Picture showing the room has a first aid kit available for children.

Licensee Representative understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
