On 1/14/2024 at 10:40am, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing inspection for a new single license. This single license 376105187 facility is being consolidated with the existing preschool license # 376701322 and existing infant license number 376701320 as the facility is requesting to add a toddler component. Upon arrival, LPA met with Grossmont Union High School District Director II, Student Support Services, Dawn Cuizon as the licensee representative and Director Kimberly Armstrong is out on leave. Applicant is requesting to be licensed for 18 infants ages 0 to 24 months in room# 116, 12 toddlers ages 18 to 36 months in room# 108 and #109 along with having 17 preschool children ages 2 to 5 years old in room #104. Hours of operation will be Monday to Friday 7:45am to 4:15pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Infant staff Alma Valdez, that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, staff stated that they will be in the staff’s break room. A fully equipped first aid kit is in front lobby area. There is an operational carbon monoxide detector on site located at the front lobby area. All required licensing documents were observed posted in the front lobby area. Children will be signed in and out at the binders by the front desk area.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total infant indoor activity space room 116 measured to be 647.02 square feet, which is sufficient to accommodate the requested capacity of 18 infant but there is only 1 sink within arm’s reach of a changing table therefore the maximum capacity for the infant component will be 15. Total toddler indoor activity space room 108 and 109 measured to be 969.64 square feet, which is sufficient to accommodate the requested capacity of 12 toddlers. And the total preschool indoor activity space measured to be 622.38 square feet, which is sufficient to accommodate the requested capacity of 17 preschool children. cots for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via a water pitcher and it gets refill by the five-gallon Sparklett water that is located in the staff’s lounge. LPA observed all hazardous items to be inaccessible to children. Facility representative stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 11/12/2024.

Facility does not use high chairs for the infants. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing pads are at least 3” high and the changing table is within arm’s reach of a sink for both the infant and toddler room. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a wooden partition. This barrier shall be at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the infant and toddler room. Needs and Services Plans and Sleep Plans are currently kept in the Director’s office. LPA reminded facility staff that the Needs and service plan shall be updated every quarterly and there shall be a place for the staff to sign and date also.

There shall be at least one potty chair for every five potty training infants. LPA observed a total of 1 sink available for the infants, 2 sink and 1 toilet available for toddlers along with portable potties for every five potty training toddlers and there are 2 sinks and 2 toilets available for preschoolers. These are sufficient to accommodate the requested capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Director’s office and the staff restroom will be use for children who are ill.



Facility does not provide any meals or snacks to the children. The children brings their own snacks and lunch from home. The kitchen area is located between room 108 and 104 and it includes a stove, refrigerator, sink, microwave and toaster oven that are use by staff members. Hazardous items in kitchen are inaccessible to children via two half doors.

The facility currently has a fully fenced playground area which is separate from other components. Fencing includes wrought iron and chain link that is at least four feet high. The total square footage for all the outdoor activity space

was previously measured to be 3031.5 square feet for both the preschool play areas (playground with climber and patio playground) and the Infant playground was previously measured to be 1393.5 square feet. Both areas are sufficient to accommodate the requested capacity. However, the toddlers does not have their own separate playground and will be sharing the outdoor area with the infants. A playground waiver to share the playground at different times in the AM and PM shall be submitted and approved prior to licensure. Shade is provided via large canopies shade structures and sail shade for both the preschool and infant outdoor playground. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground that appears to be age appropriate for preschool children. There is adequate cushioning in fall zones of climber provided by rubber cushioning at the preschool play structure area and the infant and toddler outdoor area.

Drinking water is available via the children’s own water bottles or zippy cups when they are outside. LPA observed all hazardous items on the playground to be inaccessible to children. Facility staff was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



The following corrections are needed prior to the issuance of the license:
  • The infant napping divider shall have a four feet high sound absorbing wall.
  • Place a signage above the toddler toilet and sink and submit a picture to LPA.
  • Submit an outdoor playground waiver to the department and obtain approval by the department.
  • Submit an updated application LIC200A to request for 15 infants, 12 toddler and 17 preschoolers due to availability of sinks for the infant component.
  • Submit an updated LIC500 to reflect the job title of the staff members for all three components.

Facility representative was informed that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
