On 11/08/2024 at 9:20am, Licensing Program Analyst (LPA), Selina Siao conducted an announced Pre-Licensing inspection for a single license. The applicant is requesting to add an infant component by removing the toddler option that is attached to the existing preschool license 376105122. Upon arrival, LPA met with Licensee/Director Belinda Arnold. Applicant is requesting to be licensed for a total of 32 children including 14 infants (ages 0 to 2 years old) in classrooms 1 and 4 (connected to the crib room) and 18 preschool children (ages 2 to kindergarten) in rooms 2 and 3. Hours of operation will be Monday to Friday from 7am to 5:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Belinda Arnold that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be in the child’s classroom in an area that is up high and inaccessible to the child. A fully equipped first aid kit is in hall way under the signed in and out cabinet and each classroom also has a small first aid kit. There is an operational carbon monoxide detector on site located in each room. All required licensing documents were observed posted in the hallway by the front entrance. Children will be signed in and out at by the hallway near the front entrance.



LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space was for the infant rooms (#1 and #4) were previously measured to be 516.81 square feet, which is sufficient to accommodate the requested capacity of 14 infants. The indoor activity space for the preschool rooms (#2 and #3) were previously measured to be 650.27 square feet, which is also sufficient for the requested capacity of 18 preschool children. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots for preschool children and infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via a Brita pitcher in each classroom and the water gets refill from the kitchen sink. LPA observed all hazardous items to be inaccessible to children. Applicant stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 10/28/2024.

High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a separate room that is connected to room #4. Sleep logs will be kept in the classrooms. The infant Needs and Services Plans and Sleep Plans will be kept in the office.

There is at least one potty chair for every five infants. LPA observed a total of 2 sinks within arm’s reach of the changing table for the infant component. There are 2 sinks and 6 toilets available for the preschool children. These are sufficient to accommodate the requested capacity of 14 infants and 18 preschool children. There is a separate staff restroom equipped with 2 toilets and 2 sinks next to the preschool restroom. The isolation area for children who are ill will be the Director’s office located upstairs and the isolation restroom will be the staff’s restroom.



Facility currently has the parents bring the children’s snacks and lunch from home. Applicant plans on providing AM and PM snack and lunch to the children starting next year. A copy of the sample menu was provided to LPA during today’s inspection. LPA toured the kitchen area that is located at another part of the facility and there is a sink, stove, oven, and a refrigerator. Director stated that when they starts to provide lunch to the children she plans on getting a new refrigerator for the preschool. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. There are some snacks that are stored in room 2 and the room also has a microwave.

The facility currently has a fully fenced playground area which is separate from other components. Fencing is a wrought iron, chain link and wooden fence that are at least four feet high. The total square footage for the infant outdoor activity space was remeasured to be 655.03 square feet, which is only sufficient for 8 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage was submitted during today's inspection and it shall be approved prior to licensure. The total square footage for the preschool playground is 2238.05 square feet. The preschool playground 1(where the play structure is located) is 1329.26 square feet and preschool playground 2 (walkway under the two staircases) is 888.29 square feet. Shade is provided via the building, E-Z ups, and the fence. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.

There is a climbing structure on the preschool playground for children ages (2 to 5 years old) which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber chips. Drinking water is available via the children’s own water bottle and zippy cups. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Belinda Arnold was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant/Director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.”

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
