On 06/04/2026 at 4:00PM, Licensing Program Analyst (LPA) Adriana Macias conducted an unannounced inspection for the purpose of delivering findings on a complaint received on 03/18/2026, with above allegations. Upon arrival, LPA was greeted by Executive Director Sharilyn Webster and toured the facility. A total of 12 infants and 5 staff, 10 toddlers and 2 staff and 15 preschoolers with 3 staff were observed with appropriate capacity and ratios. All staff have been fingerprinted.
It was alleged that staff yell and do not treat children with dignity and respect. Based on LPA interviews with staff, parents, children, and third party witnesses, it was determined that staff use loud, harsh tones and sometimes use threats or humiliation to redirect behavior. Seventeen of twenty-four individuals interviewed reported similar concerns.
The allegations are valid because the preponderance of the evidence has been met, therefore, the above allegations are found to be SUBSTANTIATED. California Code of Regulations, (Title 22, Division 12, Chapter 1) the deficiency being cited is on the attached LIC 9099D. Exit interview conducted and report was reviewed with Executive Director Sharilyn Webster. A notice of site visit was given and must remain posted for 30 days.

Upon arrival, LPA was greeted by Executive Director Sharilyn Webster and toured the facility. Based on staff, parent, child and third party interviews, there was not enough evidence to prove that children had been injured due to staff neglect or previous incidents.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, therefore the above allegation is found to be Unsubstantiated. Exit interview conducted and report was reviewed with the Executive Director Sharilyn Webster. A notice of site visit was given and must remain posted for 30 days. LPA observed form posted.

Director stated that training on redirecting children’s behaviors, positive reinforcement, freedom from corporal punishment or humiliation and respectful communication (like stated in the facility’s Parent Handbook) will be provided to all staff prior to 7/06/26.

Based on LPA interviews conducted with staff, parents, children and third party interviews, it was determined that staff engaged in conduct that included yelling at children and treating them with disrespect. Additionally, one incident of improper physical handling of a child was directly observed. These actions pose a potential health, safety, and personal rights risk to children in care.

Director stated that staff will attend training and sign a statement on understanding of children’s personal rights policies. Director stated that Agenda, and signed staff attendance sheet will be provided to licensing by 7/06/2026.
