or period when the facility failed to maintain the required teacher-child ratio.
Regarding the allegation that staff left a daycare child in soiled clothing, staff described procedures for regularly checking and changing diapers, responding to toileting accidents, maintaining children’s hygiene, documenting infant care, and communicating with families. One isolated toileting accident was reported; however, the investigation did not establish that the child remained in soiled clothing for an unreasonable period or that staff routinely failed to respond to children’s personal-care needs.
Regarding the allegation that a daycare child sustained diaper rash due to staff neglect, interviews revealed that staff routinely checked and changed children’s diapers and documented infant care. Staff reported notifying parents of concerns and applying diaper products when provided and authorized. Conflicting information was obtained regarding the cause and duration of the reported diaper rash. The investigation did not establish that the diaper rash resulted from staff failing to provide appropriate diapering care.
Regarding the allegation that staff communicated inappropriately in front of parents and children, conflicting statements were obtained concerning comments and conversations involving facility staff and management. Some individuals expressed concerns regarding the tone or content of workplace communications, while others reported that staff communicated appropriately around children and families. The investigation did not establish that staff made inappropriate statements in the presence of children or parents that adversely affected children’s care, safety, or personal rights.
Based on the information obtained, the allegations that the facility operated out of ratio, staff left a daycare child in soiled clothing, a daycare child sustained diaper rash due to staff neglect, and staff communicated inappropriately in front of parents and children are determined to be UNSUBSTANTIATED. Although the allegations may have occurred or may be valid, the preponderance-of-evidence standard was not met to establish that the alleged violations occurred.
No deficiencies were cited as a result of this complaint investigation.
An exit interview was conducted with Director Kristin Meador. This report was reviewed, and a copy was provided. A Notice of Site Visit was provided and must remain posted for 30 days. |
