On the date and time listed above, Licensing Program Analyst (LPA) Jeanette Sanchez arrived at the facility to deliver final investigative findings for the allegation as listed above. An initial complaint inspection was conducted on 8/10/2023. During the investigation, LPA reviewed facility and children records, conducted interviews and observed classrooms.

On 8/2/2023, a complaint allegation was reported to Community Care Licensing (CCL); more specifically that: staff make inappropriate comments to day care children; staff are not properly changing day care children's diapers; staff leave awake day care children in their cribs; staff are not adequately supervising day care children; staff do not follow safe sleep practices for day care children.

On 8/10/2023. LPA interviewed staff in regards to the allegations. While some staff did say that they've witnessed other staff vocalize frustration towards children, most said they had not witnessed staff making inappropriate comments to children. Some staff stated that due to the number of enrolled children,

there are times that a child is left asleep for less than a few minutes on a boppy pillow while they wait for assistance to transfer the child to the crib. All staff said that children are never allowed to remain asleep on the boppy. Staff were able to tell LPA what the regulations require for infant safe sleep. They were also able to recite proper diaper changing procedure. No staff said they witnessed staff leaving children unsupervised. Staff stated there is a "no cell phone" policy and only use cell phones to log information into the iBloom app. All staff denied leaving children to cry in their crib.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove
the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

An exit interview was conducted, and this report was reviewed with Director Maria Gutierrez. A notice of site visit was given and must remain posted for 30 days.
