On June 12, 2026, at 12:01 PM, Licensing Program Analyst (LPA) William Chancellor, arrived at EES, Vista Early Learning Center (CCC) and met with Director, Darlene Skidmore and Program Director, Anne Patzold. The purpose of the visit is to deliver the findings regarding the above-mentioned allegation. The complaint investigation was initiated on May 4, 2026, where LPA was provided with a tour, took census, obtained relevant documentation and conducted confidential interviews.

On April 28, 2026, the Department received a complaint alleging that staff leave children in soiled diapers for an extended period of time. Specifically, when arriving home after pick-up, child 1 (C1) was found to be soiled and wearing the same diaper brand that was provided from home. Record review corroborated over a three-month period child 1 (C1) remained dry throughout the day, ten out of fifty-four days of attending school. Toileting chart logs verified that on April 6, 2026, child 1 (C1) remained dry throughout the day and was checked on four separate occasions, 8:32 AM, 9:53 AM, 11:21 AM and 2:30 PM after nap. Three of three interviews deny this allegation, corroborating that not all staff replace diapers when the child remains dry when the diaper is not soiled. It cannot be corroborated that C1 was soiled all day, and staff intentionally left C1 in the same soiled diaper.

Based on conflicting statements from interviews and record reviews, LPA is unable to corroborate the allegation that staff leave child in soiled diaper for an extended period of time. This allegation may have occurred; however, it is not supported or proven by evidence. Therefore, the above allegation is unsubstantiated.

An exit interview was conducted, a copy of this report, appeal rights, along with a Notice of Site Visit was provided to Director, Darlene Skidmore. Notice of Site Visit must remain posted for 30 consecutive days in a prominent place, visible to families and caregivers.
