Staff do not provide a comfortable temperature for the daycare children

On 07/23/2024 at 12:30 PM, Licensing Program Analyst (LPA) Gabriela Hernandez conducted an unannounced inspection at Coles Cottage Academy and met with Director Weeratung Costa. The purpose of the inspection was to deliver the findings on the above stated allegation. The investigation included an inspection of the facility and review of documents on 06/26/2024. In addition, LPA interviewed 4 staff members and Director.
On 06/20/2024, Community Care Licensing (CCL) received information that staff do not provide a comfortable temperature for the day care children. Interviews revealed that the facility air conditioner unit began to malfunction during the week of June 17, 2024. Confidential interviews with staff revealed children struggled to sleep during nap time due to the uncomfortable temperatures, however other confidential interviews revealed the children were fine and stated the temperatures were manageable for the children. One confidential interview revealed the temperature reading on a portable fan was at one point 89 degrees, however the same staff member did not see the temperature reading on the thermostat in the classroom exceed 85 degrees.

Further interviews revealed the Director was closely monitoring the temperatures. On June 22, 2024, 2 portable AC units were bought in to assist with the temperatures in the classrooms. There were an additional 6 portable fans brought in as well ranging in different sizes. A technician was scheduled to come out on June 25th, 2024, however failed to arrive for scheduled appointment. Director scheduled another technician to come on June 28th, 2024 to provide an estimate on the installation of new MR COOL DUCTLESS MINI AC Units. On June 26, 2024, Director provided receipts confirming they had ordered 3 individual MR COOL DUCTLESS MINI AC units that will be installed in each of the 3 classrooms. On July 2, 2024, Director notified LPA that the MINI AC units had been installed over the weekend.

Additionally, on June 26th, 2024 at 2:44pm, LPA G. Hernandez reviewed the reading on the thermostat and confirmed the reading was under 85 degrees, temperature reading was 81 degrees. On 07/23/2024 at 1:15 pm, LPA G. Hernandez reviewed the temperature reading on the new AC units, 2's Classroom read 70 degrees, 3's classroom read 74 degrees, and 4's classroom temperature read 69 degrees.

Based on interviews and records review, the allegation that staff do not provide a comfortable temperature to the day care children may have occurred, however is not supported, or proven by evidence. Therefore, the allegation is UNSUBSTANTIATED at this time.

An exit interview was conducted, a copy of this report, appeal rights and Notice of Site Visit were provided to Director. The director was reminded that the Notice of Site Visit must remain posted for 30 consecutive days.
