25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for a De La Cruz family childcare on August 24, 2026, at 1:15 PM. LPA met with Licensee Grace De La Cruz, who granted permission to tour the home with spouse Manuel. The family childcare home provides care Monday through Friday 7 AM to 5 PM, for children birth to twelve years old. Upon arrival, 10 daycare children were present with, licensee and one assistant. During the visit, LIC stated there are fourteen children actively enrolled, including both full and part time.
Daycare children primarily have access to the downstairs den and sun room, including the backyard play areas. Certain areas are off-limits, including the main home, second floor, upstairs bedrooms, attached garage and side yard. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen children and is operating within the licensed capacity of the license. The fire clearance for a large family child care was approved in January 2023, by the Vista Fire Department.
During the inspection, LPA observed Licensee and assistant to assist daycare children who were awake during nap time. Upon arrival the majority of children were napping, with two infants awake. Around 3PM, daycare children began being intermittently picked up and woke up to play with age appropriate centers in the enclosed sun room. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. LPA discussed hazardous items, including toxins, are stored securely and are inaccessible to children and kept behind lock and key. No weapons are present, and the Licensee, Grace De La Cruz, understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. Stairs are barricaded with a baby gate when children are in care.
