On 11/14/2024 at 11:00 am , Licensing Program Analyst(s) (LPA), Griselda Castellon and LPA Diana Brasel conducted an announced Pre-Licensing inspection for a New Single License. Upon arrival, LPA's met with Maliha Edrisavi-CEO,and Kimia Parsa-CFO. Applicant originally requested 18 infants ages 0 through 24 months, 31 toddler option ages 18 through 36 months, 36 preschool ages 2 through 5 years. Upon completion of today's visit the applicant has submitted an updated LIC 200A requesting 11 infants ages birth - 2 years of age in room 107, 108, room 106 is the napping room and a total of 74 preschool children ages 2 through 5 years of age in room 109, 110, 111A, 111B, and 116. Days and hours of operation will be Monday through Friday 7:00 am - 5:00 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA's informed the applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, the applicant stated that they will be in stored in the office. A fully equipped first aid kit is located in the reception. Carbon monoxide detectors are incorporated in the A/C unit per the applicant. The applicant will install one carbon monoxide in hallway outside the kitchen. Which will detect prior to reaching infant and preschool children. All required licensing documents were observed posted in the lobby. Children will be signed in and out in the reception.

LPA's continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured for infants is 393.68, which is sufficient to accommodate the requested capacity. Total indoor activity space measured for preschool is 2898.59, which is sufficient to accommodate the requested capacity. LPA's observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, cots, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via brita water pitchers and personal water bottle. There is a water fountain in the hallway near the bathrooms for the preschool program. LPA's observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 10/30/2024.

In the infant rooms highchairs with wooden legs are in good repair and trays lock onto chairs. High chairs are made of washable, moisture resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing, dishwashing will be in the kitchen. Cribs meet regulatory requirements. Crib area is located in room 106 separate from the two activity rooms. LPA's discussed sleep logs/binder which will be kept in the napping room. Needs and Services Plans and Sleep Plans are also kept in each room.

LPA's observed a total of 7 sinks and 6 toilets available for preschool children’s use. The infant room(s) do not have at least one potty chair/toilet or sinks. (See corrections needed) There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be in the office and will use the staff restroom. There is also a staff lounge and laundry room in the kitchen area.

Facility will provide breakfast, lunch, AM and PM snack. The kitchen area currently includes 2 refrigerators, 2 freezers, one microwave, 1 electric stove top, 1 dishwasher, 1 convection oven, and 1 sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food will be observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via door.

The facility currently has a fully fenced playground area for each component, which is wrought iron and block wall. The fence dividing to two playgrounds is not 4 feet tall as required. (see correction needed) The fencing surrounding the property is wrought iron and block wall that is at least four feet high. The total square footage for the outdoor activity space for infants is 443.19, which is insufficient for the requested infant capacity requested. The total square footage for all the outdoor activity space for preschool is 1020.78, which is insufficient for the requested preschool capacity requested. Granted waivers will be be needed to both the infant and preschool component using a time schedule. Shade is provided via wind sails on each playground. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There are climbing structures on each playground which are age appropriate for the groups that will use them. Infant playground manufacture recommendation is appropriate for the age group. Preschool playground manufacture is appropriate for the age group. All equipment is properly anchored. There is adequate cushioning in fall zones of climbers provided by artificial turf. Applicant understands that the two components cannot co-mingle. Drinking water is available via Brita drinking pitchers in each playground. LPA's observed all hazardous items on the playgrounds to be inaccessible to children. The applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

The applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. LPA's discussed the safe sleep regulations with the applicants and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA's also informed the applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
