On the above noted date and time. Licensing Program Analyst's (LPA's) Diana Brasel and Griselda Castellon, conducted an announced Pre-Licensing inspection for a new license request. Upon arrival, LPA's met with Applicant Brittany Keegan and Heather Zolzer Director. Applicant is requesting to be licensed for 24 pre-school children ages 2-5 in the pre-school room and 5 toddler option children ages 18 months - 36 months toddler option room. Hours of operation will be Monday - Friday 7:30 am - 5:30 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Brittany Keegan that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Brittany Keegan stated that they will be kept in a locked cabinet in the office, for needed refrigerator medication it will stored in a locked box in the refrigerator kitchenette. A fully equipped first aid kit is located in office. There is an operational carbon monoxide detector which is part of the Bay Alarm on site system located in the office. All required licensing documents were observed posted in the office on a desk top flipping display binder. Children will be signed in and out using transparent classroom, in addition the facility will maintain a hard copy sign if the system is down.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1075.29, which is sufficient to accommodate the requested capacity of 29 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children.

Drinking water is available via bottled water and cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

Fire clearance was granted on 08/13/2024 for a capacity of 35, LPA will request an update clearance to reflect the current capacity of 29.

LPA observed a total of 4 sinks and 2 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 29 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office.



Facility will provide am and pm snacks to children. Parents will provide lunch daily. The kitchenette area currently includes a sink, dishwasher, refrigerator, and microwave. The kitchenette area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous and poisonous items will be stored in the locked storage room.

The facility currently has a fully fenced playground area. Fencing is chain link and solid block wall, which is at least four feet high. The total square footage for all the outdoor activity space is 1209.36, which is insufficient for the number of children being requested. The outdoor square footage can accommodate a total capacity of 16 children. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via a large easy-up and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via the children's water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Brittany Keegan was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Criminal Record Clearance - Child Care Centers:
Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA reviewed with applicant the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The following are needed prior to the issuance of the license:


1. A granted shared playground waiver is needed.
