On December 20, 2024, at 1PM, Licensing Program Analyst (LPA), William Chancellor arrived unannounced to Children’s Choice Academy- Vista (CCC) and met with Director (DIR) Erica Webb to discuss the investigative findings regarding the allegations listed above. On November 13 and December 6th, 2024, LPA made observations at the CCC, took census, conducted confidential interviews, and requested documentation relevant to the investigation.

On November 6, 2024, a complaint was received alleging that facility staff handled a child in a rough manner. Specifically, that when child 1 (C1) ran into a different classroom, staff 1 (S1) yanked and swung C1 by the wrist attempting to return C1 to their original class. Three of three staff interviews confirmed that, when C1 ran into the Ladybugs classroom, S1 then attempted to redirect C1 back by holding C1 hand. Record review corroborated that when S1 attempted to redirect C1 back to the Frogs classroom, parent 1 (P1) became confrontational and hostile towards S1, accusing S1 of being rough. LPA made observations of S1 interactions with the ladybug classroom and observed S1 physical prompting when redirecting toddler age children, to be both gentle and age appropriate.

Secondly, it was alleged that staff yelled at child. Specifically stating that, when C1 ran into another classroom, S1 was heard shouting, “Absolutely, NOT.” Four of four interviews corroborated that when C1 ran into the Ladybug classroom, S1 did raise their voice due to a safety concern. Record review confirmed, S1 attempted to communicate with P1 on their intention to redirect C1 and their safety concern, however yelling and cursing was initiated by P1, not S1. Record review additionally confirmed that S1 remained professional and calm when confronted by P1.

Based on conflicting statements from interviews and record review, LPA is unable to corroborate the allegation that, facility staff handled child in a rough manner and facility staff yelled at child. These allegations may have occurred; however, they are not supported, or proven by evidence. Therefore, the above allegations are unsubstantiated.

An exit interview was conducted, a copy of this report, appeal rights, along with a Notice of Site Visit was provided to Director, Erica Webb. Notice of Site Visit must remain posted for 30 consecutive days in a prominent place, visible to families and caregivers.
